Kindergarten teachers who achieve Emulation Soldier status may be considered for early salary increase
Preschool teachers who achieve the title of Grassroots Emulation Soldier may be considered for early salary promotion if they meet the conditions according to regulations.
Ms. Nguyen Thi Ha (name of the character changed) said that she is a grade IV kindergarten teacher, rank code V.07. 02. 06. From January 1, 2022 to January 1, 2024, she received a 6-month early salary increase, from grade 6 with a coefficient of 2.86 to grade 7 with a coefficient of 3.06.
In December 2023, she was promoted to kindergarten teacher rank III, rank code V.07. 02. 26, rank 5 with a salary coefficient of 3.34, holding the rank from December 2023 to December 2026.
During her work, she achieved the title of Grassroots Emulation Soldier in 2023 and 2025. Ms. Ha wondered: "With these achievements, will I be considered for early salary promotion in the early salary promotion consideration in 2025 or not?
Regarding the female teacher's petition, the Ministry of Home Affairs has responded on the Electronic Information Portal.
The regime of early salary increase due to outstanding achievements in performing tasks for civil servants and public employees is specified in Clause 1, Article 3 of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Minister of Home Affairs guiding the implementation of the regime of regular salary increase and early salary increase for cadres, civil servants, public employees and employees (amended and supplemented in Clause 6, Article 1 of Circular No. 03/2021/TT-BNV dated June 29, 2021 of the Minister of Home Affairs).
In which, point a, clause 1, Article 4 of Circular No. 08/2013/TT-BNV stipulates that the heads of agencies and units managing cadres, civil servants, public employees and laborers are responsible for exchanging with Party committees and Trade Union Executive Committees at the same level to issue Regulations on early salary increases due to outstanding achievements in performing the tasks of their agencies and units;
The regulations must clearly stipulate the standards and levels of excellent achievements in performing tasks, and the time to be promoted to a salary grade ahead of schedule corresponding to each different level of achievements of cadres, civil servants, public employees and employees.
At the same time, the regulations must also clearly state the priority order for considering early salary grade promotion for people with equal outstanding achievements to serve as a basis for considering early salary grade promotion for subjects under management.
This Regulation must be made public in agencies and units and sent to directly superior management agencies for management and inspection during implementation.
