Which teachers are transferred?

Clause 2, Article 11 of Decree 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers (effective from March 31, 2026), stipulates the subjects of transfer as follows:

a) Teachers on the list of redundant staff when rearranging educational institutions or due to changes in the scale of classes, subjects, and training majors;

b) Teachers who wish to be transferred to work in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions;

c) Teachers who have completed the time they were transferred to work in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions according to the transfer decision of competent authorities;

d) Teachers with good professional and nghiệp vụ capacity, with a lot of experience in teaching, education or management, capable of supporting improving the quality of educational institutions or providing professional support to educational management agencies;

e) Teachers who are planned or appointed to management positions of educational institutions are transferred to arrange and assign staff in accordance with task requirements or to ensure that they do not hold positions beyond the term according to the provisions of specialized laws;

e) Teachers who are not subject to points a, b, c, d and d of this clause are transferred by competent authorities for a limited time to support educational institutions that are lacking teachers or to meet the professional requirements and tasks of educational management agencies.

Thus, from March 31, 2026, the transfer of teachers is regulated as above.
