Cases of not issuing international driver's licenses from July 2026

Legal Consulting Department of Lao Dong Newspaper answers:
Clause 3, Article 29 of Circular 108/2026/TT-BCA of the Ministry of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (effective from July 1, 2026) stipulates not issuing IDP (International Driving Permit) for the following cases:
a) The national driver's license is erased and no longer has sufficient necessary information or there is a difference in identification;
b) National driver's license not issued by a competent authority as prescribed.
Thus, from July 1, 2026, the above cases will have no international driver's licenses.
