How is online red book issuance regulated?

Electronic dossiers for registration of land changes, assets attached to land, issuance of Certificates of land use rights, ownership of assets attached to land are electronic documents, electronic data that have been verified and fully show the components and contents of documents as prescribed in Articles 29 and 30 of Decree 101/2024/ND-CP.

The order and procedures for registering land changes, assets attached to land, issuing Certificates of land use rights, ownership of assets attached to land by electronic means are as follows:

Land users, owners of assets attached to land enter information into the Electronic Application for Registration of Land and Asset Changes attached to Land, and at the same time attach it to the electronic dossier for registration of land and Asset Changes attached to Land on the National Public Service Portal or the Provincial Public Service Portal;

The dossier receiving system of the National Public Service Portal or the Provincial Public Service Portal sends feedback on the received results to the applicant through the Public Service Portal or email or other electronic means;

Agencies handling land registration procedures and assets attached to land inspect dossiers and resolve administrative procedures according to the provisions from Article 37 to Article 45 of Decree 101/2024/ND-CP;

The agency handling land registration procedures and assets attached to land shall send the results of administrative procedure settlement to land users and owners of assets attached to land in accordance with the provisions of Clauses 5 and 6, Article 21 of Decree 101/2024/ND-CP.

How to register for a red book online?

To register for a red book online, you need to follow the steps below:

Step 1: Prepare the profile.

The dossier to be prepared includes the following documents:

Application for issuance of Certificate of land use rights, ownership of houses and assets attached to land according to form No. 04/DK.

One of the types of documents proving land use rights (notarized copies) such as: Certificates of land use rights that have been issued, transfer contracts, documents proving inheritance rights, or other documents related to land use rights.

Housing diagram, construction works (if any).

Documents for fulfilling financial obligations related to land (if any).

Step 2: Log in to the Public Service Portal

Access the National Public Service Portal or the Public Service Portal of the province/city where the land is located.

Log in to your personal account. If you don't have an account, you need to register an account.

Step 3: Submit electronic application

Fill in the information in the Online Registration Form and upload the entire prepared electronic hồ sơ.

After completion, the confirmation code and dossier receipt number will be received.

Step 4: Monitor the profile status

Check the status of the dossier on the Public Service Portal using the confirmation code and receipt number. The receiving agency is responsible for notifying the status of the dossier and will contact the land use right certificate holder if additional information or verification is needed.

Step 5: Receive results

After the dossier is approved, the registrant will receive the Certificate of Land Use Rights at the registered location or via post office.

Completing financial obligations (if any) as prescribed is an important factor to terminate the registration procedure.

How long is the online land use right certificate processing time?

According to Clause 1 and Clause 10, Article 22 of Decree 101/2024/ND-CP, the time for resolving red books is specified as follows:

Registering land and assets attached to land for the first time is no more than 20 working days and issuing a Certificate for the first time is no more than 03 working days from the date of receiving complete dossiers.

For communes in mountainous areas, islands, remote and isolated areas, areas with difficult and extremely difficult socio-economic conditions, it is increased by 10 working days.
