Agreeing on more beneficial policies for workers
The grassroots trade union of Ha Bac Garment Export Company (Bac Ninh province) identifies ensuring jobs, increasing income, and protecting the legitimate rights and interests of union members and workers as a key and continuous task in all activities of the grassroots trade union.
Right from the beginning of the term, the Executive Committee of the Trade Union and the General Director signed a coordination regulations, creating synchronization in the implementation of labor laws, the Trade Union Law, policies for employees; promoting the implementation of grassroots democracy regulations, coordinating with professionals to organize annual labor conferences in the first quarter and signing Collective Labor Agreements.
The trade union participates in the same field in developing, amending and supplementing labor regulations, coordination regulations, emulation and reward regulations, collective labor agreements... in accordance with the law, with the conditions for production and business of the company, ensuring the legitimate rights and interests of workers and civil servants.
Since then, some more beneficial policies for employees have been agreed upon, signed and implemented at the company: Increase the support for kindergartens and kindergartens for employees with children aged 1-6 to VND50,000/child/month; increase the fuel support from VND11,000/day of work to VND15,000/day of work.
Increase shift meal allowance (food purchase alone) from VND 17,200 to VND 18,000/meal allowance; take a day off with salary when grandparents, siblings, etc. pass away; add the policy of "Female workers receive the 13th month salary for maternity leave"...
Other diverse bonuses applied such as initiative bonuses, high working day bonuses, domestic and foreign tourism bonuses, holiday and Tet bonuses are different policies of enterprises that are decided by the union and the Board of Directors to award annually.
Mr. Nguyen Manh Hung - Chairman of the Trade Union of Ha Bac Garment Joint Stock Company said that in the coming time, the Company's Trade Union will participate with the professional team in developing, amending and supplementing internal regulations, management regulations, and Collective Labor Agreements to comply with the law and in accordance with the company's production and business conditions. Along with that, the trade union proactively inspected and supervised the implementation of salary, bonus, social insurance, health insurance regimes and regimes for female workers, labor protection for workers, ensuring that workers working at public jobs enjoy full rights according to the law...
Improving the quality of proposals and the effectiveness of policy responses
At the provincial level, in the period of 2023-2025, the Bac Ninh Provincial Federation of Labor has organized training courses on dialogue skills, negotiation, signing of collective labor agreements for trade union officials; directed grassroots trade unions to review, amend, supplement, and sign collective labor agreements with many more beneficial provisions for union members and workers such as: wages, bonuses, shift allowances, diligence, seniority, travel time, childcare support, rental allowances, etc. Up to now, 81% of enterprises with trade unions organize labor conferences; 84.7% of grassroots trade unions coordinate to organize dialogues at the workplace and negotiate and sign collective labor agreements. 7 electronics enterprises in Que Vo Industrial Park have been encouraged to negotiate and sign a Collective Labor Agreement for the group of enterprises with more beneficial contents for employees.
In particular, during Workers' Month 2025, the Bac Giang Provincial Federation of Labor (old) coordinated with the Provincial National Assembly Delegation to organize a meeting with voters who are workers with more than 1,400 workers attending; organize a meeting and dialogue conference between the Chairman of the Provincial People's Committee, the Chairman of the Provincial Federation of Labor and union officials and workers with nearly 400 delegates attending. At the meeting with voters, there were 33 opinions with 15 groups of recommendations and proposals from union members and workers... The contents were answered directly by Departments and branches and the National Assembly Delegation received and compiled to reflect opinions to the National Assembly.
At the level of the Vietnam General Confederation of Labor, during the Workers' Month 2025, more than 7,398 dialogues were held synchronously at all three levels of trade unions, attracting 545,763 union officials, union members and workers to participate. Through the dialogues, over 26,000 comments were recorded, focusing on urgent issues of union members and workers such as employment, income, social security and working conditions. The highlight of this year's implementation is the combination of dialogue and field survey, contributing to increasing depth in listening to and understanding the thoughts and aspirations of workers; thereby improving the quality of proposals and the effectiveness of policy responses.
In recent years, the outstanding activities of the Trade Union have been contributing ideas to build policies and laws, contributing many enthusiastic opinions, successfully protecting the rights of workers, and being the agency in charge of submitting to the National Assembly for approval of the Trade Union Law in 2024. The Trade Union has contributed many critical opinions to the draft laws directly related to workers, such as the Law on Employment (amended); the draft Law amending and supplementing a number of articles of the Law on Health Insurance...
Along with that, the Trade Union participates in inspection, examination, supervision and implementation of supervision and social criticism; participates in developing and implementing grassroots democracy regulations; dialogue at the workplace, collective bargaining, organizing emulation movements...
Democratic models, such as: Workers' conferences, dialogues between workers and employers, heads of government at all levels, dialogues with the Prime Minister, "Workers' Forum" at the National Assembly... have been widely implemented, bringing practical results. These are important channels for the Trade Union to represent workers, bringing the voice of workers to the Party and the State.
