Strengthening the strategic vision for the 14th Congress

In the report on the work for the 2021-2026 term, Politburo member and President Luong Cuong emphasized that under the leadership of the Party, promoting the achievements of 40 years of renovation, the entire Party, people and army join hands and unanimously implement the Resolution of the 14th National Party Congress with the determination and highest efforts, striving to successfully complete the two 100-year goals. In particular, by 2030 - the 100th anniversary of the founding of the Party, our country will have modern industry and high average income; by 2045 - the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, will become a developed country with high income.

The direction focuses on deeply and comprehensively demonstrating the Party's innovative and breakthrough thinking, creating a solid foundation for the country's rapid and sustainable development in the new period; effectively implementing the Resolution of the 14th National Party Congress, the policies and guidelines of the Party and State, and the Resolutions of the 16th National Assembly.

Promote extensive and comprehensive foreign affairs and international integration activities, considering this an important and regular task; consolidate and enhance Vietnam's position and prestige in the international arena; elevate and promote the role of Party foreign affairs, State diplomacy and People's foreign affairs in the new situation; effectively implement the motto "combining national strength with the strength of the times", contributing significantly and creating momentum for breakthrough development of the country.

Building and perfecting the legal system in all fields, promptly removing difficulties and obstacles, arousing and promoting all potentials and resources, creating new momentum for the country's rapid and sustainable development; promoting judicial reform, building a professional, modern, fair, honest judiciary, serving the Fatherland and the people; paying attention to consolidating and promoting the strength of the great national unity bloc, strengthening people's trust in the leadership of the Party and the State.

Looking back at 40 years of renovation, many opinions have pointed out that the world and regional context are entering an unprecedented period of rapid and complex changes. Digital transformation, artificial intelligence, cybersecurity, climate change, strategic competition between major countries, traditional and non-traditional security groups... are all reshaping the structure of power and international order.

Entering a new stage of development, our country is facing both great opportunities and great challenges. That requires an accurately forecasted strategic vision, clear guiding viewpoints and a strong enough system of solutions.

These are opportunities and challenges for the new era of national development, in which the need to increase strategic autonomy, innovation, promote internal resources and effectively utilize international resources is especially emphasized. Green economic model, circular economy, digital economy and international integration are topics that are proposed for deeper analysis.

Regarding the guiding viewpoint - the foundation of thinking of the development guidelines, the requirement is to clarify the relationship between development platforms; consider innovation of growth models, development of green economy, digital economy, and circular economy as an inevitable orientation.

Politburo member and Prime Minister Pham Minh Chinh has repeatedly emphasized taking the people as the center, the subject, the goal, the resource and the driving force for development. Not sacrificing fairness and social progress; not sacrificing social security to pursue pure growth; not sacrificing the environment to pursue pure growth. That is the consistent viewpoint of Vietnam.

In particular, it is necessary to link corruption and negativity prevention and control with waste prevention and control; determine that waste prevention and control must have a position equivalent to corruption and negativity prevention and control; preventing and combating corruption, waste and negativity must go hand in hand with encouraging and innovating creativity, protecting those who dare to think and dare to do, for the common good, effectively serving the task of socio-economic development, ensuring national defense and security.

In addition, the factor of comprehensive human development associated with building a civilized society is a legitimate requirement, reflecting the spirit of science in building development goals. Solutions on regional development, talent attraction, and enhancing social security; at the same time, clearly identifying the focus of each field is also focused on. This demonstrates the common desire for a system of practical and feasible solutions capable of leading a new stage of development.

The draft political report at the 14th National Party Congress emphasizes the task of: "Promoting the summary of practice, theoretical research on socialism, on the model of socialism and the path to socialism in Vietnam; continuing to perfect the theoretical system on innovation guidelines".

Entering a new development stage, continuing to improve and develop the theory of innovation guidelines is not only an objective requirement, but a condition to ensure the sustainable development of the country.

For the National Assembly, the task is very important, especially the task of perfecting institutions with the requirement " Turning institutional reform into a competitive advantage, into a driving force for development". Politburo member and National Assembly Chairman Tran Thanh Man emphasized the need to continue to innovate thinking, perform well the three most important functions: legislative session, supreme supervision, and decision on important issues of the country.

In particular, legislative activities need to be identified as a "breakthrough of breakthroughs", must take the lead, pave the way, lead the country's development, encourage creativity, liberate all labor, unlock all resources for development; ensure healthy competition, improve integration capacity. Focus on new areas such as digital economy, digital assets, data, renewable energy, green growth, circular economy, environment, climate change, non-traditional national defense - security, etc.

Continuing to promote the role and responsibility of National Assembly deputies, each National Assembly deputies need to express their aspiration to contribute, dare to think, dare to do, dare to innovate, dare to take responsibility, and truly be a loyal representative of the will and aspirations of the people.

Dr. Bui Ngoc Thanh also emphasized that those working in cadre work (especially the leader) must have knowledge about the organization of the apparatus and cadres; working in any field must know the expertise and profession of that field.
