Typical title requirements for cadres who are Ministers and heads of the Office of the President
In Regulation No. 365-QD/TW, the title standards for cadres who are Ministers and equivalent, and Director of the Office of the President have been set out.
The Politburo has just issued Regulation No. 365-QD/TW regulating the standards for the title of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for the title of cadres in leadership and management at all levels.
Regulation No. 365-QD/TW has set out title standards for cadres under the management of the Central Government, including title standards for Government agencies and the Office of the President.
Standards for the title of Minister and equivalent, Head of the Office of the President
Accordingly, the title standards for cadres who are Ministers and equivalent, and the Head of the Office of the President must fully meet the general standards of the Central Party Committee members, and additional standards are required:
Have a qualification in state management, a firm grasp of Vietnamese law, international law and practice.
Have the ability to concretize the Party's guidelines and policies and the State's laws to plan directions and policies for the development of assigned sectors and fields and effectively direct implementation.
Have the ability to coordinate between departments, ministries, branches and between the Central and local governments, handle inter-sectoral, inter-regional and national issues, creating synchronization in implementing the common policies of the Party and State. Having experience in leadership, management and decisiveness, determination, and timely decision on difficult and complicated issues in the sectors and fields under his/her management. Not ruled by group interests.
Have in-depth professional qualifications in the field of management; have the ability to direct the development of science, technology, innovation, and digital transformation. Be able to adapt to rapid changes in technology and innovate leadership and management methods. Having the ability to analyze and orient technology solutions to carry out professional tasks of the industry and field.
Having experienced and completed well the tasks of leadership, deputy minister or deputy head of a central committee, ministry, branch, central organization or key provincial leader.
Special cases are decided by the Politburo.
Types of titles for 2 Chairmen of the Academy
Regulation No. 365-QD/TW also sets title standards for cadres who are President of the Vietnam Academy of Science and Technology and President of the Vietnam Academy of Social Sciences.
Accordingly, cadres holding these positions need to fully meet the general standards of a member of the Party Central Committee, and at the same time need to have additional standards:
Have a deep understanding of the situation of the country, the region and the world; have the ability to conduct theoretical research, summarize practice and have high prestige in the field of scientific research. Have a high sense of responsibility to participate in contributing scientific basis, planning guidelines and policies. Have a suitable doctoral degree; be able to work in an international environment.
Have the capacity to lead and operate the national research institute system, effectively organize and implement key science and technology programs at the State and international levels.
Having published scientific works, recognized by domestic and foreign experts; having chaired or directly participated in State-level scientific research topics or international research cooperation programs.
Having experience in building strategies for science - technology development, innovation and developing high-quality research human resources.
Having experienced and completed well the duties of Deputy Heads of Departments, Ministries, branches, organizations, central public service units or key leaders at the provincial level.
