New regulations on standards for civil servant titles under the management of the Central Government and the Politburo
Regulation No. 365-QD/TW stipulates the standards for the title of cadres under the management of the Central Executive Committee of the Party, the Politburo, and the Secretariat.
On behalf of the Politburo, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Regulation No. 365-QD/TW, dated August 30, 2025 on standards for cadres under the management of the Party Central Committee, Politburo, Secretariat and the framework for standards for cadres in leadership and management at all levels.
Regulation No. 365-QD/TW stipulates the standards for the title of cadres under the management of the Central Government and the framework for the title of cadres leading and managing at all levels in the political system; applies to Party committees, Party organizations, collective leadership of agencies, units and individuals with authority in personnel work; at the same time, applies to cadres who are considered for planning, training, fostering, mobilizing, arranging, rotating, appointing, and recommending candidates for leadership and management positions of the political system at the central and local levels.
This regulation is the basis for building a team of leaders and managers at all levels, especially strategic-level cadres with sufficient virtue, talent, enthusiasm, capacity, revolutionary enthusiasm, qualities, abilities, prestige, meeting the requirements and tasks in the new revolutionary period.
This is the basis for Party committees and groups leading agencies and units to specify, develop and promulgate standards for the title of leaders and managers under their management, ensuring objectivity, democracy and fairness. The standards for cadre titles are closely related. Respect both "duty" and "money", taking moral qualities and lifestyle as the root, capacity and work efficiency as the measure to select cadres.
Regulation No. 365-QD/TW clearly stipulates 6 general standards for leaders and managers at all levels: on politics, ideology; on moral qualities, lifestyle and sense of organization and discipline; on qualifications, capacity; on prestige and ability to gather and unite; on work results; on health, age and experience.
The regulation clearly states the title standards for cadres under the management of the Central Government, including 19 groups of titles: Member of the Party Central Committee; Deputy Minister of Politics, Secretary; General Secretary; President of the Government; Chairman of the National Assembly; Standing member of the Secretariat; Head of the Central Party Committee, Chairman of the Central Inspection Committee, Chief of the Party Central Committee Office; Chairman of the Central Committee of the Vietnam Fatherland Front; Vice President; Vice Chairman of the National Assembly; Deputy Prime Minister; positions of the Party Committees at the Central level; positions of the Party Agencies at the National Assembly Bloc; positions of the Government Agencies Bloc, Office of the President; positions of the Judicial Agencies Bloc; positions of the Fatherland Front and Social Political Organizations of the Central Party Committees; positions of the Party Committees of the Central and Central Provinces; positions of the Party Committees of the Central and Central Military Committees under the Central Party Committees and the Central Military Committees.
The Politburo stipulates that the standards for the above titles must ensure full general standards for leaders and managers at all levels; at the same time, meet the standards for each specific title.
This regulation replaces Regulation No. 89-QD/TW, dated August 4, 2017 of the Politburo on the framework of title standards, orientation of the framework of criteria for evaluating leaders and managers at all levels and Regulation No. 214-QD/TW, dated January 2, 2020 of the Politburo on the framework of title standards, criteria for evaluating cadres under the management of the Party Central Committee, the Politburo, and the Secretariat.
