Standards for the title of cadre is a member of the Party Central Committee

The Politburo has just issued Regulation No. 365-QD/TW regulating the standards for the title of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for the title of cadres in leadership and management at all levels.

This regulation replaces Regulation No. 89-QD/TW, dated August 4, 2017 of the Politburo on the framework of title standards, orientation of the framework of criteria for evaluating leaders and managers at all levels and Regulation No. 214-QD/TW, dated January 2, 2020 of the Politburo on the framework of title standards, criteria for evaluating cadres under the management of the Party Central Committee, the Politburo, and the Secretariat.

Regulation No. 365-QD/TW clearly states the title standards for cadres under the management of the Central Government.

Accordingly, for the position of Member of the Party Central Committee (in addition to the general standards for leaders and managers at all levels), the following standards must be met:

The Party's exemplary political courage, moral qualities, lifestyle, pioneering spirit, exemplary spirit, constructiveness, fighting spirit, action, discipline, humanity, capacity, and prestige in all aspects.

As cadres with basic training, comprehensive knowledge, training, and challenges through practice, with innovative thinking, strategic vision, enthusiasm, responsibility, actively participating in discussions, contributing, planning guidelines, policies, and collective leadership of the Party Central Committee.

Having outstanding achievements, specific results, and "products" during the working process; having the ability to gather, unite, unify and mobilize synthesis strength, successfully organize the successful implementation of the Party's guidelines, policies, and tasks, and national development strategies in the new period in the assigned fields and areas of management and responsibility.

Having the ability to forecast, handle, and respond promptly and effectively to unexpected situations; having the ability to work independently. Having qualities and abilities to lead and manage at strategic level; having ambition and aspiration to innovate for the country and the people. Resolutely fight against corruption, waste, negativity, bureaucracy, and group interests.

Having experienced and completed well the tasks in key leadership positions directly below and equivalent.

Special cases are decided by the Party Central Committee.

The alternate members of the Party Central Committee are young cadres; basically meeting the standards of the Party Central Committee members. Resolutely and effectively perform assigned duties and tasks. Understanding the situation in the country, the region and the world; being able to participate, contribute opinions and propose practical issues for the Party Central Committee to discuss and decide; Through practical work, demonstrating capacity, leadership qualities, governance, management, completing tasks well in past positions, having prospects for development and being able to meet immediately when there are requirements for assignment and arrangement to take on leadership positions of localities, agencies and units with the structure of the Party Central Committee.
