Operational progress of the $2.2 billion thermal power plant
Ha Tinh - The Vung Ang II Thermal Power Plant Project with a total investment of 2.2 billion USD is uncertain about the operation time of generator No. 2.
On April 13, a leader of Vung Ang 2 Thermal Power Company Limited (VAPCO) said that up to this point, the Vung Ang II Thermal Power Plant project has achieved 98.8% of the construction volume, the task now is only the trial operation.
Accordingly, the plan for the No. 1 plant to be put into operation from June 2025 is still guaranteed, and is expected to start operation at the end of June.
"There was a recent incident with the transformer of the No. 2group. Now we are focusing on handling it but have not yet finalized the date. We have ordered, they have also committed to having goods but are not very sure. Therefore, the plan to put the No. 2 plant into operation from October 2025 is still unclear, but it will be put into operation by the end of 2025" - the leader of Vung Ang 2 Thermal Power Company Limited shared.
Vung Ang II Thermal Power Plant consists of 2 units with a capacity of 1,320MW, invested in the form of BOT.

Previously, during the project construction, Vung Ang 2 Thermal Power Company Limited requested to receive the sealing of dredged material from the Vung Ang II Thermal Power Plant project. The volume of submerged water is expected to range from over 2.2 million m3 to over 2.5 million m3, depending on actual construction conditions.
In early January 2024, the People's Committee of Ha Tinh province issued a document responding to VAPCO's proposal not to agree to accept the submersion of dredged material.
The province requires the implementation of related contents in accordance with the contents approved by the Ministry of Natural Resources and Environment to adjust the environmental impact assessment report in Decision No. 132 dated January 15, 2020 and agreed to adjust the dredging and leveling construction plan in Document No. 3923 dated July 15, 2021.
However, in early August 2024, the Ministry of Natural Resources and Environment agreed to let VAPCO receive the sinking of dredged material as proposed by this company.
At the end of 2024, the Ministry of Natural Resources and Environment signed a decision to grant a license to Vung Ang II Thermal Power Company Limited, located in Ky Loi commune, Ky Anh town, Ha Tinh province, to carry out environmental protection activities in phase 1 of the Vung Ang II BOT Thermal Power Plant Project.
The total area of the project is 207.61ha (including: shore land area of 100.18ha; sea area of 107.43ha). The area of phase 1 of the project is 164.75 hectares. Of which, the land use area on land is about 57.32ha and the sea area is about 107.43ha.
The project has environmental criteria equivalent to a group I investment project according to the provisions of the Law on Environmental Protection, Decree No. 08/2022/ND-CP.
