Prime Minister sets deadline for reporting on technology and investment forms for high-speed railways
Prime Minister Pham Minh Chinh requested urgent proposals on the choice of technology and investment form for the North-South high-speed railway.
On January 6, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and national important projects in the railway sector chaired the 5th meeting of the Steering Committee.
In his concluding remarks, the Prime Minister requested the Steering Committee, relevant ministries, branches and localities to proactively deploy work, coordinate according to assigned functions, tasks and powers, and that person must do it under whose authority.
The Prime Minister requested an urgent report on the restructuring project of the Railway Corporation and assigned this Corporation to develop a railway industrial development project.
The Government leaders also assigned specific tasks to ministries, branches and localities in implementing specific railway projects.
Accordingly, for the high-speed railway project on the North-South axis, the Ministry of Construction, based on the direction of the Politburo, will preside over and select the most suitable technology for the project, submit to the Government Standing Committee to report to competent authorities, and complete before January 15.
The Ministry of Construction assigned a consultant to prepare a feasibility study report to ensure capacity according to processes, procedures, regulations and authority. At the same time, preside over and coordinate with ministries and agencies to study and propose the selection of investment forms (public investment, PPP, business) to report at the upcoming meeting of the Steering Committee.
Localities and Vietnam Electricity Group continue to promote site clearance and relocation of technical infrastructure according to the approved plan and the Resolution of the National Assembly allowed at the 10th Session of the 15th National Assembly. Viettel and VNPT corporations continue to implement assigned tasks on control systems and technology.

For the Lao Cai - Hanoi - Hai Phong railway project, regarding the progress of component project 2, the Ministry of Construction directed the completion of the Feasibility Study Report, approving the project in June 2026 to soon start construction.
The Ministry of Finance is responsible for balancing and ensuring sufficient capital for project implementation, including a loan option if favorable.
Requesting the early completion of the planning of the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway lines, the Prime Minister also agreed to assign and welcome Quang Ninh province as the investor of the Hai Phong - Ha Long - Mong Cai route according to the provisions of law.
Regarding urban railway projects, the Prime Minister highly appreciated Hanoi and Ho Chi Minh City for proactively implementing routes under their authority, ensuring connectivity and technology transfer; in which priority is given to the railway line connecting Tan Son Nhat airport and Long Thanh airport; Van Cao - Hoa Lac route (Hanoi).
The Ministry of Construction and the Ministry of Science and Technology study and develop national technical regulations for urban railways. Ministries coordinate to support the removal of obstacles in site clearance, capital, and procedures.
The Ministry of Construction shall preside over and coordinate with the Ministry of Education and Training and Vietnam Railway Corporation to effectively implement the project to train and develop Vietnam railway human resources until 2035, with a vision to 2045; have a specific roadmap and plan to promptly train human resources to serve the construction, management and operation of railway lines, especially the Lao Cai - Hanoi - Hai Phong railway line.
Ministries, branches and localities continue to closely coordinate with the Ministry of Construction in all stages; request the State Audit to support audits from the beginning of projects.
