Administrative procedures can be performed online, allowing organizations and individuals to submit documents and receive settlement results via VNeID.
The Government has just issued Decree No. 367/2025/ND-CP amending and supplementing a number of articles of Decree No. 118/2025/ND-CP on implementing administrative procedures under the one-stop, one-stop mechanism at the one-stop department and the National Public Service Portal.
According to the new regulations, the administrative procedure settlement information system is a unified platform of ministries, branches and localities, with the function of receiving, settling, and monitoring the situation of receiving, settling, and the results of handling administrative procedures of agencies and units; connecting, integrating, and sharing data with the National Public Service Portal to provide and perform online public services.
Decree No. 367/2025/ND-CP amends regulations related to the organization of one-stop departments in localities in the direction that the City People's Committee does not decide to establish a One-level Public Administration Service Center but submits it to the City People's Council for decision.
In cities, based on considering the specific characteristics of population management, urban urban urban living organization, assessing the level of application of science, technology, innovation and digital transformation in the city, the City People's Committee submits to the City People's Council a decision to establish the Provincial Public Administration Service Center as an administrative organization under the City People's Committee (One-level Public Administration Service Center) and deciding on the number of branches under the One-level Public Administration Service Center to perform tasks within the locality.
In case of not choosing this model, the City People's Committee will decide to establish a Provincial Public Administration Service Center according to regulations.
Similarly, for the commune level, the People's Committee at the commune level shall submit to the People's Council at the commune level a decision to establish a Commune-level Public Administration Service Center as an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
Not organizing Commune-level Public Administration Service Centers under Commune-level People's Committees in localities that choose the model of One-level Public Administration Service Centers under Provincial People's Committees.
Regarding the method of organizations and individuals submitting documents and receiving results of handling administrative procedures, Decree 118/2025/ND-CP stipulates 3 methods including: Directly at the one-stop department; Through public postal services, through the hiring of services of businesses and individuals or through authorization according to the provisions of law; Online at the National Public Service Portal.
In addition to the above methods, Decree No. 367/2025/ND-CP supplements regulations allowing organizations and individuals to submit documents and receive results of administrative procedure settlement online at VNeID (National Identification Application).
Decree 367/2025/ND-CP also adds a provision: The local administrative procedure settlement information system does not accept and settle administrative procedures that have been provided with online public services according to the centralized model in the administrative procedure settlement information system of ministries and branches.
In this case, the local administrative procedure settlement information system is connected, synchronizing data on administrative procedure settlement from the administrative procedure settlement information system of ministries and branches to look up, exploit, monitor, compile, and evaluate the implementation of administrative procedures in the locality.
