Major changes in administrative procedures in Hanoi from January 1, 2026
Hanoi - From January 1, 2026, the city will return 100% of the results of administrative procedures with paperwork by post.
Implementing the policy of reforming administrative procedures associated with digital transformation, improving publicity and transparency and creating maximum convenience for people and businesses, the Hanoi Public Administration Service Center has just issued a notice on organizing the implementation of 100% of the results of handling paper administrative procedures via postal service nationwide.
This is an important solution to unify the method of returning results, reduce direct contact, and at the same time improve the effectiveness of state management in handling administrative procedures.
Accordingly, from January 1, 2026, 100% of the results of handling paper administrative procedures will be returned via postal service to the address registered by organizations and individuals from the administrative procedure handling agency, and the results will not be returned directly to the City Public Administration Service Center Branches (except for cases where specialized laws have other provisions).
The results of the settlement of electronic administrative procedures (if any) are paid on the public service account of the organization or individual according to regulations.
Also from January 1, 2026, organizations and individuals performing online public services for administrative procedures under the management of the Hanoi People's Committee will enjoy the following support policies:
- Support 100% of the cost of returning results and documents within the assigned budget estimate.
- Support 100% of the costs of issuing new and renewing personal digital signature certificates when conducting electronic transactions on the National Public Service Portal, VNeID application and Digital Capital Citizen application (iHanoi), with the support level not exceeding VND 100,000/person/year.
- 100% fee and charge exemption for administrative procedures with fees prescribed by the Ministry of Finance when conducted online (excluding file appraisal fees).
- For administrative procedures with fees and charges under the authority of the Hanoi People's Council, the fee when performing online public services is fixed at 0 VND (excluding file appraisal fees).
To facilitate people and businesses in submitting documents online, the City Public Administration Service Center organizes many support channels, including:
- Branches of the City Public Administration Service Center and 476 Online Public Service dealers support free declaration of records, document scanning and online submission of records;
- Call Center 1022 ( branch No. 7) with remote support; Smart Call Center 19001009 and Chatbot, Callbot utilities integrated on the iHanoi application support and answer 24/7.
