Announcement of the 11th conference of the 13th Party Central Committee

The 11th Conference of the 13th Party Central Committee discussed and gave opinions on 02 groups of issues:

Group of issues on continuing to arrange and streamline the political system agencies, arrange administrative units and organize local governments at 2 levels: (1) Report on the arrangement of the apparatus of the political system according to Conclusion No. 127-KL/TW, dated February 28, 2025 of the Politburo, the Secretariat submitted to the 11th Conference of the 13th Party Central Committee. (2) Project to reorganize and reorganize administrative units at all levels and build a model of organizing local government at 2 levels. (3) Project to reorganize and streamline the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass associations assigned by the Party and the State (central level, provincial level and commune level). Group of issues on preparation for the 14th National Congress and the election of the 16th National Assembly, election of People's Councils at all levels for the 2026 - 2031 term: (1) Drafted Political Report of the 13th Party Central Committee at the 14th National Congress of the Party. (2) Draft Report "Summary of some theoretical and practical issues on the process of socialist-oriented innovation in the past 40 years in Vietnam". (3) Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030; directions and tasks for socio-economic development in the 5-year period 2026 - 2030. (4) Draft Report of the 13th Party Central Committee summarizing the work of Party building and implementation of the Party Charter to submit to the 14th National Congress of the Party. (5) Personnel work direction of the 14th National Party Congress. (6) Review and supplement the planning of the 14th Party Central Committee. (7) Amend, supplement and replace Directive No. 35,CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Party Congress to continue implementing the policy of streamlining the apparatus of the political system. 8. 1.1. On the draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party

2. The Central Executive Committee basically agreed on the draft Orientation for personnel work of the 14th Party Central Committee

The Central Executive Committee agreed to evaluate the draft Personnel work orientation of the 14th Party Central Committee that received the Central Committee's opinions at the 10th Central Conference, the opinions and comments of former key leaders of the Party and State and the Central Committee's policies and Resolutions on streamlining the organizational apparatus of agencies, units and localities in the political system. 3. The Central Executive Committee gave opinions on introducing additional personnel for the 14th Party Central Committee planning for the Politburo to consider and decide on the planning of the Party Central Committee for the 2026 - 2031 term according to its authority.

4. The Central Executive Committee basically agreed on the Project on the direction of the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026 - 2031 term

The Central Executive Committee emphasized that the election of National Assembly deputies and People's Council deputies is a form of direct democracy, a method of expressing the will, aspirations and mastery of the People in building the State in general and the representative agency - the state power agency from the Central to local levels in our country in particular. The Central Executive Committee agreed to approve a number of specific contents to continue implementing tasks and solutions to improve and improve the efficiency, effectiveness and efficiency of the organizational apparatus of the political system as follows:

5.1. Regarding the organization of the two-level local government apparatus: (1) Unify the policy of organizing local government at two levels: Provincial level (province, centrally run city), commune level (commune, ward, special zone under province, city); end the operation of district-level administrative units from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the Law on Organization of Local Government 2025 (amended) takes effect. 5.2. Regarding the organization of the Fatherland Front and socio-political organizations, mass organizations assigned by the Party and State: (1) Unify the policy of arranging 5 socio-political organizations, 30 mass organizations assigned by the Party and State and other mass organizations under the Vietnam Fatherland Front, chaired by the Standing Committee of the Central Committee of the Vietnam Fatherland Front for consultation, coordination and unified action. 8. The Central Executive Committee agreed on the policy of amending and supplementing the State's Constitution and laws related to regulations on the Vietnam Fatherland Front and socio-political organizations; regulations on local governments to serve the reorganization of the apparatus of the political system; ensuring completion before June 30, 2025, effective from July 1, 2025; stipulating the transition period to ensure smooth, uninterrupted operations, in accordance with the expected roadmap for arrangement and merger.

10. The Central Executive Committee listened to the thematic report on breakthroughs in science, technology, innovation and national digital transformation.

11.
