Emulation is sowing, reward is harvesting

On the morning of December 27, in Hanoi, the Central Emulation and Reward Council organized the 11th National Patriotic Emulation Congress.

Launching the emulation movement for the 2026-2030 period, Politburo member and Prime Minister Pham Minh Chinh emphasized that patriotic emulation is the rhythm of uniting the strength of the entire nation. Where good people are spread, good deeds are done, good models are replicated, positive values are fostered.

The head of the Government noted that emulation is not about chasing achievements but about daily, public, transparent, timely and effective meals and drinks.

The Prime Minister stated that the patriotic emulation movement for the 2026-2030 period was launched with the theme: "Emulation for innovation, accelerating breakthroughs to bring the country into an era of strong, prosperous development, happy civilization".

The consistent goal of the movement is for the independence and freedom of the Fatherland; for the rapid and sustainable development of the country; for the prosperous and happy life of the people.

To realize the goals, the movement focuses on 3 strategic breakthroughs:

First, truly compete: Link to the "3 real" criteria (real person, real work, real efficiency). Taking people's satisfaction and response as a measure of value; thoroughly overcoming formal diseases, through speakers, generally, ineffectively, " saying more and doing less" or " saying no goes hand in hand with doing".

Second, compete actively. Emulation must carry out a public and transparent process; reward the right person, the right job, the right time.

The main viewpoint is: "Emulation is sowing, reward is harvesting". We must sow correctly, accurately, promptly and harvest quickly, compactly and effectively, not let competition be the cover of negativity, not let disease and achievements take shelter in competition.

Third, compete to spread. Shift from passive to proactive discovery, honoring advanced models, good models, good people, good deeds. The motto is "taking the positive out of the negative, taking the beautiful out of the bad".

The head of the Government stated that the emulation content is concretized through 5 main groups of tasks.

Regarding building the political system: Compete to build a moral and civilized Party; an honest and responsible rule of law state. Build a streamlined, strong, efficient, effective and efficient political system; promote decentralization and delegation of power to the grassroots.

Emulate for economic development: Promote the leading role of the State economy and identify the private economy as an important driving force. Transforming the growth model towards green, digital, and circular based on science, technology and innovation.

Compete to create a breakthrough for the country's rapid and sustainable development with 3 strategic breakthroughs: Completing modern and transparent institutions; developing high-quality human resources, especially strategic technology and building synchronous and smart infrastructure.

Emulate for cultural and social development: Cultural development is the spiritual foundation, endogenous strength. Building modern and fair education. Ensure social justice, do not sacrifice social security and the environment to pursue growth alone.

Emulate to strengthen national defense and security. Building the army and revolutionary police; developing self-reliant, self-reliant, dual-use, and modern defense industry. Strengthen foreign affairs commensurate with the country's position in the new era.

With the determination to "turn the slogan into practice", "turn emulation into a widespread movement", the Chairman of the Central Emulation and Reward Council called on all compatriots and soldiers at home and abroad, in all positions and professions, to continue to strive and commit to contributing to bringing the country forward quickly in the new period.
