Inspecting compensation and resettlement work where key projects pass through

On January 11, information from the Government Inspectorate said that in the coming time, this agency will strengthen inspection and examination work in a focused and key direction, focusing on areas prone to violations, corruption, waste, negativity, with many complaints and denunciations, and public attention.

Typically, compliance with legal regulations on land management, use, land allocation, land lease for works and projects; conversion of land use purposes; issuance of land use right certificates; compensation, support, and resettlement work where key projects pass through; projects and works using backlogged, prolonged State budget capital, and at risk of causing waste and loss.

The inspection aims to promptly rectify violations, overcome shortcomings, limitations, inadequacies and loopholes in the promulgation of policies and laws; investigate and strictly handle corruption, waste and negative cases, openly and in accordance with the law.

Previously, the inspection sector conducted thematic and surprise inspections under the direction of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity related to the fields of investment in construction, land management and use.

Through inspection, existing problems and violations were discovered such as: approving planning and projects incorrectly, adjusting planning and land use not close to demand, the project implementation process had to be adjusted many times; some localities have locally adjusted detailed construction planning not in accordance with general planning, adjusting detailed planning not in accordance with authority;

In many cases of land allocation and lease without auctioning or auctioning land use rights, the form of bidding is immediately applied, causing losses to the state budget;

Compensation for site clearance when the state reclaims land still has many shortcomings and is not clear and the actual compensation price is often much lower than the market price, site clearance has been completed for a long time but the compensation is being resolved very slowly.

On the other hand, compensation for people is very low but the business selling price of enterprises assigned to implement the project is too high; project implementation is slower than the approved schedule, the project's contents are not fully publicized, and the volume is not properly accepted, leading to incorrect payment for increased volume, construction not in accordance with the license, and the competent authority has not inspected the acceptance work, the investor has put it into use.
