Government Inspectorate responds to the reception of citizens by the Chairman of the People's Committee at the commune level

The Government Inspectorate has just responded to voters' recommendations on citizen reception activities of the Chairman of the People's Committee at the commune level.

The Government Inspectorate has just issued a Report on the Results of Resolving and Responding to Voters' petitions sent before the 10th Session of the 15th National Assembly.

In particular, voters of Nghe An province have proposed that the Government Inspectorate study and advise the Government to submit to the National Assembly for consideration of amending and supplementing the Law on Citizen Reception, in the direction of stipulating that the Chairman of the People's Committee at the commune level receives citizens periodically 1 session per week (rather than at least 1 day per month as at present) and conducts surprise citizen reception, in order to ensure compliance with reality and not affecting the regular operation of the People's Committee at the commune level.

Regarding this issue, the Government Inspectorate said that on December 10, 2025, at the 10th Session of the 15th National Assembly, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, the Law on Reprimand No. 136/2025/QH15, the Law amending and supplementing many contents related to citizen reception, including the regulation that the Chairman of the People's Committee at the commune level will regularly meet citizens at the citizen reception location for at least 2 days in 1 month.

This regulation ensures consistency with Regulation No. 11-QDi/TW dated February 18, 2019 of the Politburo on receiving citizens of heads of Party committees, in line with the current model of organizing commune-level government and ensuring that the commune level performs well the task of receiving citizens.

Previously, according to Deputy Inspector General of the Government Le Tien Dat, the Law amending and supplementing a number of articles of the Law on Citizen Reception, the Law on Complaints, and the Law on Reprimand had many important new regulations.

Notable among them are: adding regulations on online citizen reception; temporarily suspending and suspending complaint settlement; partially withdrawing complaint content.

The law has allowed continued settlement when the complaintant does not attend the dialogue; at the same time, it has added the principle of determining the authority to settle complaints in cases not yet regulated by law.
