Will create electronic birth certificates for all Vietnamese citizens
The program clearly states that an electronic copy of birth certificates will be created for all Vietnamese citizens who have registered to be born from January 1, 2016 onwards and are still alive.
Deputy Prime Minister Ho Quoc Dung has just signed Decision No. 2836/QD-TTg approving Vietnam's National Action Program on registration and statistics of household registration for the 2026-2030 period (pr program) with the general goal of that all household registration events are registered and managed in the electronic environment.
The goal of the program is to ensure that all people have a personal electronic household registration file, are granted valid household registration documents (electronic copy, paper copy) especially birth certificates with complete, consistent content, in accordance with international practices.
Strengthen communication, raise awareness, promote changes in behavior, level of support, exploitation, and use of electronic documents and data, online registration, use of personal identification numbers, and national electronic identification application - VNeID.
The data on civil status registration is compiled and compiled in a complete, accurate, timely manner, with basic statistical indicators according to international practices and is published publicly and transparently, meeting state management requirements, ensuring access to information of organizations and individuals according to legal regulations.
Household statistics are compiled promptly and fully; statistics on causes of death are improved in quality; enhancing the reliability, transparency, and efficiency of household statistics, ensuring data "correct - sufficient - clean - living - unified - shared", connecting, sharing, and exploiting data effectively...
Regarding birth registration, by 2030, the rate of on-duty birth registration for children (critium for on-duty according to Vietnam's civil status law) will reach 98.5%. The birth registration rate for children born within 1 year from the date of birth ( statistical criteria according to international practice) reached 99%.
Create an electronic copy of birth certificates for all Vietnamese citizens who have registered their birth certificates from January 1, 2016 onwards and were alive at the time of creation (create a reminder in phase 2); ensure that 100% of Vietnamese citizens (still alive) have valid birth certificates.
Regarding death registration, by 2030, strive to achieve the rate of on-time death registration ( statistical criteria according to Vietnam's household registration law) of 90%.
The rate of death registration within 1 year from the date of death ( statistical criteria according to international practice) reached 95%. The rate of on-duty death registration for cases of death at medical facilities and being granted a Death Certificate is 100% complete.
Regarding updating the status of marriage when there are changes due to divorce, canceling marriages, by 2030, data on divorce cases according to the effective judgment/decision of the Court will be synchronized immediately (in real time) from the database of the Supreme People's Court to the Electronic Civil Judgment Database, recorded by the civil status registration agency in the civil status book.
Review, compare, and update information on divorce cases from December 31, 2025 onwards and meet the conditions to be synchronized from the Court's Database to the electronic civil status database to reach 95%.
