From tomorrow, those who do not register for temporary residence on VNeID will be heavily fined

The provisions of Clause 1, Article 10 of Decree 282/2025/ND-CP (effective from December 15, 2025) are as follows:

Violating regulations on registration and management of residence

1. A warning or a fine of VND 500,000 to VND 1,000,000 shall be imposed for one of the following acts:

a) Failure to comply with legal regulations on permanent registration, temporary residence registration, cancellation of permanent residence registration, separation of households, adjustment of information about residence in the Residence Database or declaration of information about residence;

b) Not complying with the provisions of law on accommodation notices and temporary absence declarations;

c) Not presenting documents related to residence or information about residence on the national identification application as required by inspection by competent authorities and individuals.

2. Fine from VND 2,000,000 to VND 4,000,000 for one of the following acts:

a) Deleting or correcting the content of confirmation of residence information and other documents related to residence;

b) Buying, selling, renting, leasing confirmation of information about residence, other documents related to residence to commit acts contrary to the provisions of law;

c) Borrowing, lending or using confirmation of residence information or other documents related to residence to commit acts contrary to the provisions of law;

d) Having resided in a new legal place of residence and is eligible for residence registration but not completing procedures to change the place of residence registration as prescribed by law;

d) accommodation businesses, collective housing, treatment facilities, tourist accommodation establishments, accommodation establishments in industrial parks and other establishments that do not implement accommodation notices for 1 to 3 guests;

e) Organizing, inciting, inciting, enticing, luring, brokering, or forcing others to violate the law on residence;

g) Possessing or receiving a mortgage of documents and papers on residence;

h) Destroying documents and papers on residence.

Thus, from December 15, 2025, if an individual fails to register for permanent residence, temporary residence registration, cancel temporary residence registration, separate households, or adjust information about residence in the Residence Database (VNeID), he/she will be subject to a warning or a fine of VND 500,000 to VND 1,000,000.

Note: The above fine applies to administrative violations by individuals. For organizations with the same violation, the fine is twice the fine for individuals as prescribed in Clause 2, Article 5 of Decree 282/2025/ND-CP.
