Amending the Constitution is a particularly important task with a huge workload

On the morning of April 14, the National Assembly Standing Committee opened its 44th session.

Speaking at the opening session, Politburo member and National Assembly Chairman Tran Thanh Man said that the session is very important in preparing for the upcoming 9th Session.

The National Assembly Chairman said that if the Government promptly submits the project to reorganize commune-level administrative units (ADUs) of some provinces, the National Assembly Standing Committee will approve it.

"The Party Central Committee has concluded to agree to merge commune-level administrative units to ensure that the whole country reduces the number of commune-level administrative units by about 60-70% compared to the present" - the National Assembly Chairman reiterated.

The National Assembly Chairman added that there are currently more than 10,000 communes nationwide and after the Standing meetings, there will be a specific number of communes arranged nationwide.

At this session, the National Assembly Standing Committee gave opinions on 42 groups of contents, including 24 groups of contents on the work of establishing the State budget and the National Assembly, 10 groups of contents on the economy, budget, supervision and important issues...

In particular, the National Assembly Standing Committee gave opinions on the proposal for amending and supplementing a number of articles of the 2013 Constitution; established a draft committee to amend and supplement a number of articles of the 2013 Constitution; and collected public opinions on the draft amendment and supplement to a number of articles of the 2013 Constitution.

Explaining "reasonable and reasonable" arrangement of administrative units

The National Assembly Chairman said that there are many provisions that need to be arranged and considered to serve the arrangement of the State apparatus, the arrangement of administrative units, and the development of a 2-level local government organization model;

Implement the requirements of the Steering Committee on serving the development of science and technology, innovation, and digital transformation to meet the requirements of Resolution 57, remove bottlenecks for socio-economic development.

"Spending on the spirit of understanding and reasonableness, taking people and businesses as the center to resolve recommendations and proposals that the Government is submitting to the National Assembly for consideration and resolution as quickly and best" - the National Assembly Chairman stated.

The National Assembly Chairman added that up to now, the National Assembly's appraisal agencies have not yet received documents and records on many contents, especially contents on economy - budget finance.

The National Assembly Chairman suggested that the Government direct ministries and branches to urgently prepare the contents under their responsibility, closely follow the meeting agenda to complete and submit to the National Assembly Standing Committee on schedule, not delay and focus on the session period.

During the session, the National Assembly Standing Committee must also complete the review and approval of resolutions on reorganizing administrative units at the commune level. At the same time, give opinions to submit to the National Assembly for approval a resolution on merging provincial-level administrative units and completing the contents according to the issued work program for the second quarter of 2025.

"The workload is very large, causing overload for both the drafting agency and the reviewing agency. For the contents that are not urgent, not related to the arrangement of the apparatus, scientific development, and innovation, the Government should consider not adding them to this session or must prepare carefully to complete them, ensuring the quality of new additions..." - the National Assembly Chairman suggested.

Regarding the meeting with voters in localities before the 9th session, National Assembly Chairman Tran Thanh Man emphasized that when meeting with members of the National Assembly Standing Committee, it is necessary to "reasonably and appropriately" explain to localities the issue of provincial mergers, commune mergers, and the removal of district levels in the coming time.
