Merging many colleges

School arrangement, reducing focal points, streamlining the apparatus... are policies that are receiving public attention. Localities and ministries have implemented plans to arrange non-business units according to requirements (completed before December 31, 2025). By January 2026, many places will organize announcements of decisions on school merger.

The Ministry of Education and Training has issued Decision No. 3671/QD-BGDDT on merging the Northern Irrigation College into the College of Electrical Engineering and Irrigation; renaming it the College of Electrical Engineering and Irrigation of the North;

After that, the Ministry of Agriculture and Environment also issued Decision No. 5962/QD-BNNMT on stipulating the functions, tasks, powers and organizational structure of the College of Electrical Engineering and Northern Irrigation.

Accordingly, the Northern College of Electrical Engineering and Irrigation is a public vocational education institution under the national education system; is a public non-business unit directly under the Ministry of Agriculture and Environment.

The school has the function of training human resources at the college, intermediate, vocational secondary, elementary, and regular training levels; researching and applying techniques, transferring technology, and digital transformation in industries and professions in the fields of: Electrical engineering, water resources, irrigation, disaster prevention and control, environment, rural development and other industries and professions according to social needs; training and fostering professional skills, assessing vocational skills; providing public services and other services in the fields under the functions and tasks of the school according to the provisions of law.

Bac Bo College of Electrical Engineering and Irrigation has its headquarters located in Viet Tien commune, Hung Yen province. The school includes 5 functional departments; 8 faculties, departments and 2 centers (Center for Enrollment and Job Introduction; Center for Training and Transfer of Irrigation Technology - Technology).

The Ministry of Industry and Trade also organized the Ceremony to announce the Decision to merge the original Thai Nguyen Industrial College into the College of Commerce and Tourism, renaming it the College of Industry, Trade and Tourism under the Ministry of Industry and Trade.

Mergers but do not disrupt teaching and learning

Quang Tri province is implementing the arrangement of the school system and continuing education institutions in a streamlined and effective direction. According to the plan, the entire arrangement of educational and training non-business units in the province will be completed before June 30.

Quang Tri currently has more than 910 educational non-business units; of which, nearly 80 units and schools are under the Department of Education and Training, and 835 educational institutions are under the management of Commune and Ward People's Committees.

The goal is to streamline the management apparatus, use resources effectively, but not cause major disruptions to teaching activities and student life.

The arrangement and merger only applies to schools with small scale, not reaching the minimum number of classes, or having many satellite school sites, causing difficulties in management, staff arrangement, and infrastructure investment.

For the high school level, Quang Tri basically maintains the existing school system; only merges 1 school that has not reached the minimum scale, which is Nguyen Huu Than High School.

High schools in mountainous areas, ethnic minorities, and particularly difficult areas continue to be maintained stably to ensure that students do not have to go to school far away, and no more difficulties arise in living and studying.

Previously, Ho Chi Minh City, Thanh Hoa, Phu Tho, Ha Tinh, Ca Mau, Cao Bang... also proposed merging schools to streamline the network of educational institutions according to the Government's orientation.

Quang Ninh is the first locality to complete the merger of the commune-ward-level school network throughout the province more than 1 month ago.

This province has implemented the arrangement of schools, reducing the number of schools at the commune and ward levels from 520 to 255 schools. Secondary school levels reduced by 115 schools, primary school levels reduced by 48 schools and preschool levels reduced by 88 schools. High school blocks are also arranged.

With the reduction of focal points, the reduction of the number of schools, equivalent to the province reducing more than 250 principals, and increasing the number of vice principals at a certain time.
