Reviewing and transferring teachers from places with surplus to places with shortage
The Ministry of Home Affairs requires reviewing and transferring teachers from places with surplus to places with shortage, and having support policies for teachers who have to move, especially in remote areas.
The Ministry of Home Affairs has just sent a document to the People's Committees of provinces and centrally run cities on the management and use of teacher positions at general schools and kindergartens, in order to meet teaching requirements in the 2025-2026 school year.
Localities are required to effectively manage and use the number of teachers assigned by competent authorities, ensure compliance with the law, have reasonable decentralization between levels of government, in line with the goal of promoting decentralization, delegation of authority and the orientation of arranging administrative units and organizing local governments according to the 2-level model.
The Ministry of Home Affairs requests the People's Committees of provinces and cities to urgently recruit general education and preschool teachers from the total assigned staffing quota, ensuring compliance with standards, job positions, and meeting local needs, especially the additional staffing for the period 2022-2026.
The locality must also reorganize public service units in the education sector according to the direction of the Steering Committee for the arrangement of administrative units and the instructions of the Ministry of Education and Training.
Provinces and cities need to continue implementing solutions to ensure teacher recruitment sources.
In particular, the locality needs to forecast the population size of school-age children, develop a plan to train the teaching staff for the period 2026-2031, when implementing the everyoneage of preschool education for children aged 3-5; exempt tuition fees for preschool children, junior high school students; primary school students in public educational institutions who do not have to pay tuition and organize 2 sessions/day without fees.
The locality must publicize recruitment needs, have policies to attract pedagogical students, excellent students in other majors who wish to become teachers.
In addition, the locality must review teachers who do not meet the standards according to the 2019 Education Law, and develop a training plan through teacher training institutions.
The Ministry of Home Affairs emphasizes the need to review and transfer teachers from places with surplus to places with shortage, and have support policies for teachers who have to move, especially in remote, isolated and disadvantaged areas. Localities need to commit to receiving teachers back after the transfer period expires if needed.
In areas with conditions for socialization, socio-economic development or densely populated industrial parks, the Provincial People's Committee can place orders and assign tasks to public educational institutions to increase the number of autonomous institutions, reduce payment from the state budget, and at the same time, decentralize schools in recruiting and contracting teachers according to the norms.
In case the staffing is not enough, the locality can apply Decree 111/2022/ND-CP to sign labor contracts for professional and technical work at public educational institutions, in accordance with actual needs.
The Ministry of Home Affairs also requested localities to synthesize the needs for educational staffing according to the instructions of the Ministry of Education and Training, send them to the Ministry of Education and Training and send them to the Ministry of Home Affairs for synthesis and reporting to competent authorities for consideration.
