Quang Ninh continues to arrange units under the Provincial People's Committee
Quang Ninh - On April 25, Quang Ninh Provincial People's Committee held a meeting to listen to a report on the continued arrangement of units directly under the Provincial People's Committee.
Mr. Bui Van Khang - Deputy Secretary of the Provincial Party Committee, Chairman of Quang Ninh Provincial People's Committee - chaired the meeting.
At the meeting, leaders of departments, boards, and branches reported on the Project on arranging and merging units under the Provincial People's Committee, including: Provincial Economic Zone Management Board; Provincial Investment, Trade and Tourism Promotion Board; Ha Long Bay - Yen Tu World Heritage Management Board and internal organizations of units.
Along with that are reports on the implementation of reviewing and dissolving satellite school sites that do not meet minimum material facilities standards according to regulations and guidelines of the Ministry of Education and Training; Project to arrange Ha Long University under the Provincial People's Committee and universities under central sectors into a multi-disciplinary, multi-field university directly under the province; Project to arrange colleges, public vocational education institutions in the province and Quang Ninh Driving Testing and Road Transport Supervision Center (currently performing the task of training road motor vehicle drivers) under the Department of Construction; report on the Project to establish the Provincial School of Arts and Sports.
Delegates also listened to reports reviewing and plans to dissolve the Provincial Traffic Safety Board according to the Prime Minister's direction in Decision No. 17/2026/QD-TTg on ending and disbanding the National Traffic Safety Committee and Traffic Safety Boards of localities; Project to merge the Waterway Port Authority and Inspection of Inland Waterway Vehicles, the Provincial Construction Maintenance Management Board, Quang Ninh Institute of Planning and Construction Design into a public non-business unit that self-ensures regular expenses under the Department of Construction; reorganize the Vietnam - China Road Transit Station in the direction of transferring functions, tasks and other related contents to specialized departments under the Department of Construction to perform tasks; Project to arrange and streamline the organizational structure inside the Investment Project Management Board of Region 1 and the Investment Project Management Board of Region II; implement equitization of public non-business units, arrange state-owned enterprises in the province to ensure the direction of the Central Government, legal regulations; arrange the internal organizational structure of the Provincial Inspectorate to ensure streamlining and effectiveness of the Ministry of Transport.

Leaders of departments, agencies, and branches also reported on reviewing and proposing plans and solutions to improve the effectiveness and efficiency of the Market Management Sub-Department and the Forest Protection Sub-Department in the direction of strengthening forces to communes, wards, and special zones to proactively and promptly grasp, resolve, and handle violations from the grassroots level.
Speaking at the conclusion of the meeting, Mr. Bui Van Khang - Deputy Secretary of the Provincial Party Committee, Chairman of Quang Ninh Provincial People's Committee - requested departments, branches, and related units to carefully review and develop plans to arrange the organizational structure to ensure streamlining, effectiveness, and practical suitability; thereby contributing to improving the quality of operation of the political system, meeting the requirements of rapid and sustainable development of the province in the new period. At the same time, carefully review regulations, authority, organizational conditions, legal bases, and ensure effective implementation.
The arrangement must be associated with improving the quality of the contingent of cadres, civil servants, and public employees, ensuring the legitimate rights of workers, creating consensus and high unity throughout the system, and laying a solid foundation for the process of innovation and sustainable development.
