Prime Minister: Completing special preferential policies on salaries for teachers
Prime Minister Le Minh Hung requested to complete and report to competent authorities on specific preferential policies on salaries and allowances for teachers.
On April 25, Politburo Member, Prime Minister Le Minh Hung chaired a working session with the Ministry of Education and Training on key and urgent assigned programs and tasks, resolving difficulties, obstacles, and recommendations and proposals.
Concluding, besides the achieved results, the Prime Minister clearly pointed out that the number of documents, projects, and tasks that have not been completed is still quite large; the review, arrangement, and reorganization of higher education and vocational education institutions is still slow; the digitization of industry-wide data and restructuring of administrative procedures are still facing many difficulties; the situation of local teacher shortages in many localities.
There is still a shortage of schools and classes in some localities, facilities and teaching equipment are still lacking and not synchronized; quality textbooks still have limitations...
The Prime Minister requested the Ministry and the Education and Training sector to improve regulations, innovate working styles; improve the responsibility of heads of units; promptly replace officials who do not complete their tasks and do not ensure the quality of work.
Pay more attention to planning, arranging, reorganizing and improving the quality and efficiency of public non-business units in the field of education and training.

Focus on reviewing, arranging, and restructuring higher education and vocational education institutions, merging and dissolving non-standard institutions; continue to review and arrange the internal organizational structure in the direction of streamlining, effectiveness, and efficiency.
Inspect and urge localities to ensure sufficient staffing for teachers and school staff according to regulations; complete and report to competent authorities on specific preferential policies on salaries and allowances for teachers, especially in remote and isolated areas; grasp the situation and provide timely support to local authorities at the commune level.
Regarding key tasks and solutions, the Prime Minister clearly stated the tasks that must be completed immediately in April 2026, first of all, urgently building a Government Resolution to cut, decentralize, and simplify administrative procedures and business conditions in the field of education and training.
Urgently complete the plan to cut conditional investment and business lines, and immediately send it to the Ministry of Finance for synthesis and development of a Resolution to submit to the Government.
If each ministry and sector immediately cuts down on business conditions and administrative procedures that are easy to do and easy to implement for people and businesses, it will immediately make a very large contribution to growth," the Prime Minister emphasized.
The Ministry needs to focus on completing and immediately submitting for promulgation slow documents and projects: Decree on exempting general education textbooks and roadmap for tuition fee exemption, curriculum for national defense and security education subjects at higher education and vocational education institutions; decree regulating the national scholarship fund; approving the framework of the national education system and the national qualification framework of Vietnam.
In addition, there is also a project to invest in building facilities and improving the quality of operation of a number of large universities in Vinh, Hue, Da Nang, Nha Trang, Quy Nhon to become reputable training centers in the region and the world.
Regarding the tasks to be completed in the second quarter of 2026, the Prime Minister requested to urgently submit a Decree regulating autonomy in vocational education institutions and higher education institutions; regulations on financial mechanisms in vocational education institutions; and regulations on the national key program for full-time doctoral training.
