The relocation of nearly 250 businesses in the Cam Thuy Ward Fishing Wharf Area (Cam Pha City) to serve urban planning is taking place in order, but many traders hope to maintain temporary wharves to facilitate seafood transit while waiting for the new fishing logistics area to be completed.

Relocating business locations due to not being in accordance with planning

The Fishing Wharf area is part of the project "Investing in the construction and business of infrastructure for the new urban residential area along the coast of Ben Do beach, Cam Thuy ward, Cam Pha city" invested by the Beer - Alcohol - Beverage Production and Construction Joint Stock Company.

On an area of about 4 hectares, this area is used as a seafood gathering point, traditional market trading, material warehouse, fishing boat repair workshop and corporate office.

Through review, the Fishing Wharf area and the western area of Cam Thuy ward did not ensure operating conditions in terms of legal procedures, posing a potential risk of fire prevention and fighting safety, environmental sanitation, and traffic safety; at the same time, it was not in accordance with the planning and land use plan for the period 2021 - 2030.

According to the company's report, there are currently about 50 ships and boats regularly entering and leaving this wharf area to deliver goods to traders, right on the wharf, there are 250 business points that have signed land use contracts with the company.

Implementing the direction of the Provincial Party Committee and Cam Pha City Party Committee, the People's Committee of Cam Pha City requested the People's Committee of Cam Thuy Ward to coordinate with enterprises to stop all activities in the Fishing Wharf area, dismantle the project, and hand over the site before April 10, 2025.

Mr. Hoang Huu Luu, Director of bia - Alcohol - Beverage Production and Construction Joint Stock Company, said: "After receiving instructions from the city, the company held a meeting with the industry and notified traders. As of April 8, 245/250 business households have moved to Ben Do market invested by the company (about 1km from Fishing Wharf). The company will lease the premises for free until the end of 2025 and has installed seawater pipes to serve fresh seafood businesses."

Prohibition of market meetings at fishing wharves

However, some businesses still expressed their desire to continue operating at this Fishing Wharf. Ms. Duong Thi Xuyen (55 years old), who has been selling seafood for more than 10 years at the Fishing Wharf, shared: "I am willing to comply with regulations, but I hope the government will create conditions for us to continue trading here for a while longer, at least until the anchorage area in Cam Phu ward is completed. Many households have invested in cold storage and equipment, and the sudden relocation has caused great disruption and damage".

Through the reporter's observation, the Fishing Wharf area was heavily damaged after Typhoon Yagi, many corrugated iron roofs and works have not been completely repaired. The fishing port is a bustling seafood transit point every morning.

Talking to Lao Dong, Mr. Pham Le Hung - Chairman of Cam Pha City People's Committee - said: "The city is very sharing the difficulties, thoughts and aspirations of the people. On that basis, the People's Committee of Cam Thuy Ward has been assigned to directly manage the area and develop operating regulations for the temporary wharf (at the location of the old Fishing Wharf), after the business locations are relocated, in order to continue to build a seafood gathering unit for people while waiting for the detailed planning of the fishing logistics area and the boat mooring area in Cam Phu Ward to be completed".

According to the plan, the temporary wharf will be allowed to operate from 10:00 p.m. the previous day to 6:30 a.m. the following day to ensure compliance with regulations and avoid illegal market gatherings. The city also directed functional departments and offices to urgently speed up the progress of developing a detailed plan at a scale of 1/500 for fishing logistics areas and boat mooring areas, ensuring on- schedule and attracting effective investment.
