Opening speech of General Secretary To Lam at the 11th Conference of the 13th Party Central Committee

Dear comrades of the Party Central Committee,

Dear comrades attending the Conference.

With a spirit of determination and determination to successfully implement the Resolution of the 13th National Congress of the Party and urgently, actively and proactively prepare for the 14th National Congress, the Politburo decided to convene the 11th Central Conference of the 13th tenure 1 month earlier than originally planned. On behalf of the Politburo and the Secretariat, I warmly welcome the Central Committee members and delegates who attended the Conference. I would like to send my best wishes for health and happiness to you all; wish the Conference a great success.

The Central Committee has just voted to approve the Conference agenda. Accordingly, the Central Committee will discuss and give opinions on 15 contents, focusing on 02 main groups of issues: First, the group of issues on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at 2 levels; Second, the group of issues on continuing to prepare for the 14th National Party Congress and the election of National Assembly deputies for the 16th term, People's Council deputies at all levels for the 2026 - 2031 term. Also at this Conference, the Politburo will report to the Central Committee for consideration and decision on a number of contents of personnel work according to its authority; report to the Central Committee on the country's situation; the world and regional situation; important tasks that the Politburo and the Secretariat have solved since the 10th Central Conference and topics on institutional improvement and breakthroughs in science, technology development, innovation, national digital transformation.

Regarding the Conference documents, the Central Office sent them to the research comrades in advance. The amount of work to be solved at this Central Conference is very large, very wide-ranging, and many sensitive contents related to "people's livelihood". Therefore, to save time, I would like to ask the Central Government to not re-express the Submissions but to spend time for you to research and contribute opinions. I would like to suggest some issues for the Central Government to focus on discussing and deciding:

First, regarding the group of issues to continue to reorganize the political system, reorganize administrative units and organize local governments at 2 levels. Over the past 4 months, implementing the conclusions of the Central Committee, the Politburo and the Secretariat have led and directed the basic completion of the arrangement and streamlining of the apparatus of Party, Government, National Assembly and Front agencies at the Central level. The figures on unit streamlining and work efficiency as well as cost savings mentioned in the reports clearly demonstrate the revolution in this streamlining. However, in general, the organizational model of the political system is not really complete, especially in the locality. To continue the revolution of streamlining the apparatus, the Politburo and the Secretariat have held many sessions, thoroughly discussed many aspects and agreed to submit to the Central Committee the Project on rearranging and reorganizing administrative units at all levels and building a model of organizing local government at 2 levels; along with the Projects on the system of Party organization in localities; the Project on rearranging and streamlining the Fatherland Front, socio-political organizations, mass organizations assigned by the Party and the State; Projects on rearranging Court and Procuracy agencies; and Projects on amending and supplementing the State's Constitution and laws, amending and supplementing regulations on implementing the Party Charter, regulations on Party inspection and supervision to ensure synchronous implementation. This is an issue that cadres, party members and people are very concerned about. The information that the Politburo and the Secretariat have is that the majority of people and Party members agree to support and highly appreciate this policy and hope it will be implemented soon.

The Project on reorganizing and reorganizing administrative units at all levels and building a model of organizing local government at 2 levels along with the accompanying Projects are very important issues of historical significance; not only reorganizing in terms of organization, apparatus, and staff; but also decentralizing in terms of authority; reorganizing administrative units; allocating resources; creating development space. The goal is to build a Government in the direction of being closer to the people, closer to the people, and better serving the people; at the same time, opening up a new perspective in the country's development with a long-term vision, at least for the next 100 years. Therefore, the Politburo recommends that the Central Committee comrades with a renewed thinking, a thorough revolutionary spirit, for the development of the country and for the people, focus on giving opinions on the contents according to the suggestions for discussion attached to each Project, especially on major issues such as: Regarding the policy of arranging administrative units - provincial level with 34 provinces and cities; not organizing at the district level, reducing about 50% of commune-level administrative units; the model of organizing local government at 2 levels, associated with decentralization and delegation of power, especially at the new commune level after the merger, how to truly be close to the people, close to the people, and serve the people better. Regarding the organizational model, functions and tasks of Party agencies at the provincial and commune levels, corresponding to the two-level local government to ensure the leadership role of the Party. Regarding the arrangement and consolidation of agencies of socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Vietnam Fatherland Front to coordinate and act together, strongly towards the grassroots, towards the masses. Regarding the arrangement of the model of Court agencies, the Procuracy into 03 levels in conjunction with adjusting the authority to try, the authority to prosecute, and the authority to prosecute accordingly. Regarding the scope, content, and methods of amending a number of articles of the 2013 Constitution; Party regulations, relevant legal provisions to implement the above policies from 01/07/2025. All of these tasks must be implemented at the same time, no work can be delayed, so we hope that comrades will give their opinions on the plan and implementation roadmap to be synchronous, unified, smooth, and effective, not allowing the arrangement of the apparatus to disrupt the operations of agencies, production and business activities, and daily operations of people and businesses.

Second, regarding the group of issues to continue preparing for the 14th National Party Congress and the election of National Assembly deputies for the 16th National Assembly, People's Council deputies at all levels for the 2026 - 2031 term. Since the 10th Central Conference, the Politburo has continued to resolutely and urgently direct the preparation of the work of organizing the 14th National Party Congress, focusing on 2 groups of issues: Documents and personnel.

Regarding documents: Along with sending a draft summarizing 04 documents for the grassroots Congress to give comments, the Politburo has directed the supplement and updating of many new issues, especially important revolutionary policies and decisions for national development. The content and presentation of the Document has many improvements to ensure documentation, science, practicality, action, feasibility, and purpose, according to the motto of the Political Report as "the spearhead of the road", other reports are "handbook of action". The consistent content of the documents demonstrates the perseverance to not change the path of socialism; effectively resolve the relationship of evidence between stability and development, closely following the major goal of " increasingly better meeting the needs of the people"; determined to realize the two 100-year goals of the country. These are very high goals, and it is very difficult to strive for. As early as 2025, we have had to deploy many tasks to create a foundation for the implementation of this goal. The Politburo and the Secretariat would like to hear recommendations and solutions to help us achieve the GDP growth target of 8% or more in 2025 and continuous double-digit growth in the following years in the context of our carrying out the revolution in organizational structure and restructuring administrative units at all levels, as well as in the context of "global trade war". The most important thing for this content is that comrades in each locality, ministry, and sector must find "immediate work" from their own internal strength to be able to achieve the set targets.

Regarding personnel: this is the "key" issue of the "key" to realizing the goals and vision of the 14th Congress. Requiring higher tasks, requiring higher levels of staff, especially strategic-level staff. Personnel work must be prepared early and will continue to be supplemented and perfected until the 14th Congress. The Politburo has directed the review and supplementation of the draft on the Personnel Work orientation of the 14th Central Executive Committee in accordance with the structure of the new organizational model; reviewing and proposing the Central Committee to supplement the strategic-level cadre planning; draft amending and supplementing a number of contents of Directive 35 of the Politburo on organizing Party Congresses at all levels towards the 14th National Party Congress. All of these important tasks are aimed at successfully organizing Party Congresses at all levels and organizing the 14th Congress in the first quarter of 2026 according to the set plan. At the same time, to contribute to putting the 14th Congress Resolution into life, the Politburo submitted to the Central Committee the Project on "orientation for electing 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term", with the policy of organizing earlier elections and reforming, innovating, and improving the effectiveness of the National Assembly and People's Councils, contributing to fully promoting the people's mastery over the work of the country. These are very strategic issues, very important for the country's development in the new period. I suggest that the Central Committee comrades carefully study the documents and give opinions on the important contents of each topic. These documents will be the basis, the "commander" to lead and direct the successful organization of Party Congresses at all levels; the 14th National Party Congress and the election of National Assembly deputies for the 16th term, People's Council deputies at all levels for the 2026 - 2031 term.

Dear comrades.

In the context of the new situation being very urgent, requiring breakthroughs, determination, determination, solidarity and unity from policy proposal to implementation, I therefore suggest that the Central Committee comrades and delegates attending the Conference promote a sense of responsibility, focus their intelligence, and contribute opinions to the contents so that the Conference can achieve the set goals and requirements.
