Ninh Binh appoints the first Director of the Department of Foreign Affairs

Accordingly, Mr. Pham Quang Ai - Member of the Provincial Party Committee, Deputy Secretary of the Provincial People's Committee Party Committee for the 2025 - 2030 term - was appointed to the position of Director of the Department of Foreign Affairs of Ninh Binh province.

Previously, the sixth session of the Ninh Binh Provincial People's Council, term XV, passed Resolution No. 39/NQ-HDND on the establishment of the Provincial Department of Foreign Affairs.

The Resolution on the establishment of the Department of Foreign Affairs of Ninh Binh province takes effect from December 9, 2025.

According to Mr. Tran Song Tung - Permanent Vice Chairman of Ninh Binh Provincial People's Committee, the establishment of the Department of Foreign Affairs is a strategic step to realize the socio-economic development goal for the period 2026 - 2030, clearly demonstrating the orientation of shifting from administrative management to service, creating development.

For the Department of Foreign Affairs, the Standing Vice Chairman of the Provincial People's Committee proposed to be a sharp advisory agency for the Provincial Party Committee and the Provincial People's Committee in Party foreign affairs, State diplomacy and people's diplomacy; focusing on economic diplomacy; proactively connecting and promoting the local image to strategic investors, multinational corporations and international organizations. In addition, it has done a good job of protecting citizens, supporting local businesses to reach the international market under the new-generation Free Trade Agreements (FTAs).
