Selecting issues of violations of anti-corruption and waste to question
Issues with signs of violating the provisions of the law on corruption prevention and control, waste and negativity will be selected for questioning.
The National Assembly Standing Committee has issued a Resolution detailing and guiding the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils (HDND) on the supervision activities of the National Assembly.
This Resolution stipulates in detail and guides the implementation of the order, procedures, and responsibilities of agencies, organizations, and individuals in organizing the implementation of supervision activities of the National Assembly, the National Assembly Standing Committee, etc., as stipulated in a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
The Resolution clearly states that no later than 30 days before the opening of the National Assembly session, the Standing Committee of the Petition and Supervision Committee shall issue a document requesting the National Assembly Delegation (NAD) to submit a proposal on questioning issues and questionees.
The National Assembly Delegation is responsible for collecting opinions from National Assembly deputies and synthesizing and proposing questions and questions for those being questioned. If necessary, National Assembly deputies can send a proposal directly to the Standing Committee of the Petition and Supervision Committee.
No later than 15 days before the opening of the National Assembly session, the Secretary General of the National Assembly - Head of the National Assembly Office must complete the synthesis of public opinion through reports on outstanding issues in the fields of socio-economics, national defense, security, and foreign affairs between the two sessions and send them to the Standing Committee of the Petition Committee and the Supervisory Committee.
Regarding the criteria for selecting the group of questions and the person being questioned. The Resolution clearly states that the content of the question-and-answer session is selected according to one of the criteria.
That is, the urgent issue, arising at a macro level or greatly affecting people's lives, socio-economic development, national defense, security, and foreign affairs of the country is of concern to the National Assembly deputies, voters and people;
The issue of improving the effectiveness of state direction, management, and management or through monitoring and surveying, discovering limitations and shortcomings needs to be questioned to clarify and propose requirements and solutions to promptly overcome;
Issues with signs of violating legal regulations on preventing and combating corruption, waste and negativity; signs of increasing law violations and crimes; limiting the settlement of complaints, denunciations, recommendations and reflections of voters and agencies, organizations and individuals;
Or the question-and-answer issue has been answered in writing by the person being questioned but the National Assembly Deputy does not agree with the content of the answer, and the National Assembly Standing Committee agrees to submit it to the National Assembly for consideration and response at the National Assembly session;
At the same time, the choice of question and answer content must be consistent with the time of the question-and-answer session. The question-and-answer person was selected according to the group of questions.
According to the resolution, National Assembly deputies should question; can provide supporting information with images, recordings, and specific evidence; in case of disagreement with the content of the questioning, there is the right to debate and the person being questioned is responsible for answering;
The person being questioned must directly and fully answer the questions that the National Assembly Deputy has questioned, clearly identify responsibilities, measures and deadlines for overcoming limitations and shortcomings (if any);
The person invited to attend the question-and-answer session will participate in explaining and clarifying the content of the National Assembly's questions under his/her responsibility.
The question-and-answer session order, the time for questioning, debating, answering questions and the questioning session management activities are implemented according to the regulations of the National Assembly session rules or under the management of the session chairman.
