Instructions for moving pension places when changing residence in 2026
Many citizens expressed, when they retire, they move to live with their children and grandchildren, how will they move to the pension area?

Responding to this issue, Lawyer Nguyen Thu Trang, Deputy Director of Heva Law Firm LLC, said that according to information published on the Official Information Portal of Vietnam Social Insurance in October 2025, Vietnam Social Insurance issued Document No. 2546/BHXH-CSXH to affiliated units and Social Insurance of provinces and cities regarding administrative procedures in the field of social insurance policies on the VNeID application.
Accordingly, Vietnam Social Security has regulations on resolving the transfer of benefits to other areas for those receiving pensions, monthly social insurance benefits and those waiting to receive pensions, monthly benefits.
According to the instructions of Vietnam Social Security, the implementation process follows the following diagram:
Thus, the process is implemented in the following 4 steps:
Step 1: Individuals access the VNeID application, select Public Service "Solving the transfer to other areas for those receiving pensions, monthly social insurance benefits and those waiting to receive pensions, monthly benefits".
Step 2: The VNeID application is directed to the Public Service Portal of Vietnam Social Security for employees to declare according to the established information fields.
Step 3: Provincial Social Insurance, the transfer facility receiving the transfer application to another locality for people receiving monthly pension and social insurance benefits and people waiting to receive monthly pension and benefits sent by the VNeID application and checking the information as prescribed in Point 9.1, Clause 9, Article 3 of the process of settling social insurance benefits, paying social insurance and unemployment insurance benefits issued with Decision No. 2222/QD-BHXH dated July 29, 2025 of Vietnam Social Insurance.
In case the information is invalid, clearly state the invalid content, the content required for completion, send a notice to the submitter according to the regulations on electronic transactions.
In case the information is valid, implement according to the provisions of Point 2.1, Clause 2 and Point 3.1, Clause 3, Article 15 of the process of settling social insurance benefits, paying social insurance benefits, and unemployment insurance issued with Decision No. 2222/QD-BHXH dated July 29, 2025 of Vietnam Social Insurance.
Expiry date: applied immediately upon receipt of the application.
Step 4: The provincial Social Insurance or facility responds to the dossier status on the VNeID application immediately upon receiving and processing the dossier.
Vietnam Social Security said that the purpose of the above regulation is to implement online public services "resolve the transfer to other areas for those receiving monthly pensions and social insurance benefits and those waiting to receive monthly pensions and benefits".
