The Ministry of Finance issued Circular No. 133/2025/TT-BTС ( Circular 133) regulating the organization of the implementation of state budget estimates in 2026.
According to Clause 2, Article 3 of Circular 133, regulations on the allocation and assignment of regular expenditure estimates are as follows:
Ministries, central agencies and localities allocate and assign estimates to affiliated agencies, units, and lower-level local authorities to use the budget within the budget allocated by competent authorities within the prescribed time, in accordance with the regimes, standards, and budget expenditure norms issued by competent state agencies; fully implement salary policies, bonuses, pensions, preferential allowances for meritorious people, social assistance, and social security policies, issued regimes and policies, important tasks according to the provisions of law, tasks that have been decided by competent authorities. In which:
Ensure funding for law-making work; funding for organizing the 14th National Congress of the Party, electing 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term; funding for implementing activities of the Program on Prevention and Control of Children's Accidents and Injuries; activities within the framework of APEC 2027.
Arrange the budget to ensure the implementation of inspection, testing, and handling of unsafe food destruction for agencies and units assigned to handle administrative violations of food safety according to the provisions of the State Budget Law and related legal documents.
For provinces and centrally run cities, in addition to the above requirements, pay attention to implementing the following contents:
Allocate sufficient funding to ensure the implementation of the regimes and policies issued by the Central Government by the time of handing over the 2026 budget estimate.
Use targeted additional funds from the central budget to the local budget to carry out tasks of ensuring traffic order and safety in the locality to pay to relevant functional forces for traffic inspection, Traffic Safety Committees at all levels under the locality... (excluding local police forces because they have been guaranteed in the state budget expenditure estimate of the Ministry of Public Security) in accordance with the actual situation of the locality.
Use targeted additional funds from the central budget for local budgets, local budgets and other legal financial sources to manage, maintain, maintain, repair and repair roads under the management of the local road system (including national highways according to decentralization) according to the provisions of the Road Law, the Law on Road Traffic Order and Safety and guiding documents.
Use targeted additional funds from the central budget for local budgets, local budget sources and other legal financial sources to implement policies and preferential regimes for people with revolutionary contributions under the management of localities according to the provisions of the law on the state budget, preferential treatment for people with revolutionary contributions and relevant legal provisions.
Prioritize funding allocation to ensure implementation of environmental protection expenditure tasks according to Resolution No. 41-NQ/TW dated November 15, 2004 of the Politburo on environmental protection during the period of accelerating industrialization and modernization of the country, laws on environmental protection, Circular No. 02/2017/TT-BTC of the Ministry of Finance amended and supplemented according to Circular No. 31/2023/TT-BTC of the Ministry of Finance; funding for implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030 according to Decision No. 06/QD-TTg and Directive No. 04/CT-TTg of the Prime Minister.
