New instructions on monthly pension and social insurance allowance payments

On January 5, Vice Chairman of the City People's Committee Vu Thu Ha signed and issued a plan on implementing the targets and tasks of social insurance and health insurance in 2026 in Hanoi.

According to the plan, the city sets a target: The health insurance coverage rate will reach 96.25% of the population; the number of compulsory social insurance participants will reach 49% of the working age force; the number of voluntary social insurance participants will reach 4% of the working age force; the number of unemployment insurance participants will reach 46.5% of the working age force.

At the same time, drastically implement solutions to recover and reduce the amount of late payment of social insurance and health insurance; control health insurance examination and treatment costs; prevent abuse and profiteering of the health insurance fund; resolve and fully and promptly pay social insurance and unemployment insurance regimes to ensure the rights of participants. Strictly manage the payment of short-term social insurance regimes, one-time allowances, and unemployment insurance benefits; organize inspection, supervision, and prevention of fraud, abuse, and fund exploitation; reform administrative procedures, apply information technology, create favorable conditions for people and businesses to participate and enjoy social insurance, health insurance, and unemployment insurance regimes.

Along with that, implementing key tasks and solutions: Organizing propaganda, disseminating and thoroughly grasping policies and laws on social insurance and health insurance; innovating content, forms, and methods of information and propaganda to ensure practicality, correct focus, key points, diversity, flexibility, and suitability for each target group; mobilizing people to participate in voluntary social insurance and household health insurance. Propagate and guide people to install and use the VssID application - Digital Social Insurance, iHaNoi application - Digital Capital Citizen and submit social insurance and health insurance applications through the Public Service Portal.

Synchronously deploy groups of solutions to develop quickly and sustainably social insurance, health insurance, and unemployment insurance participants.

Resolutely implement measures to overcome the situation of late payment and incomplete social insurance payment to ensure the legitimate rights and interests of employees. Departments and branches: Inspectorate, Home Affairs, Public Security, Tax, Social Insurance, relevant departments and branches and People's Committees of communes and wards regularly coordinate and exchange information on plans, inspectors and inspectors related to the fields of social insurance and health insurance to avoid overlap and overlap when conducting inspections and examinations of enterprises located in the city.

Synchronously deploy solutions to effectively manage and use the health insurance fund and estimate the cost of assigned health insurance examination and treatment; have solutions to prevent the abuse and profiteering of the health insurance fund.

The Department of Health directs and requires medical examination and treatment facilities to: Strengthen the application of information technology, administrative reform in medical examination and treatment, improve the quality of medical examination and treatment, ensure the rights of health insurance doctors; provide adequate and timely supply of drugs, chemicals, and medical supplies for medical examination and treatment. Strictly implement the practice of thrift and combating waste in the regulation of the use of drugs, chemicals, medical equipment, paraclinical trials, inpatient treatment, treatment days, and medical services for patients.

Strictly manage the settlement and payment of social insurance regimes, one-time allowances, and unemployment insurance regimes; regularly inspect, monitor, and prevent fraud and profiteering of social insurance and unemployment insurance funds, ensuring the rights of participants and beneficiaries of social insurance and unemployment insurance regimes. Pay monthly pensions and social insurance benefits promptly and in accordance with regulations; strictly manage beneficiaries.

Promote comprehensive digital administrative reform of social insurance, health insurance, and unemployment insurance; connect and connect data to control, monitor, and prevent abuse and profiteering of social insurance, health insurance, and unemployment insurance funds.

The City Public Administration Service Center and Hanoi Social Insurance coordinate to consult, answer, receive and return results of administrative procedures in the field of social insurance and health insurance according to regulations.
