The 11th Central Conference discussed 15 contents, 2 main groups of issues
The 11th Conference of the 13th Central Executive Committee opened on the morning of April 10 under the chairmanship of General Secretary To Lam.
This morning (October 10), the 13th Party Central Committee held the 11th Conference chaired by General Secretary To Lam.
The conference was attended and chaired by Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat Tran Cam Tu.
Scheduled to take place from April 10-12, the Conference will give opinions on 15 contents, focusing on two main groups of issues.
Politburo member and President Luong Cuong chaired the opening session of the 11th Central Conference.
Speaking at the opening of the Conference, General Secretary To Lam said that at this Conference, the Central Committee will discuss and give opinions on 15 contents, focusing on two main groups of issues.
First, the group of issues on continuing to reorganize the apparatus of the political system, reorganizing administrative units and organizing local governments at two levels.
Second, the group of issues on continuing to prepare for the 14th National Party Congress and electing 16th National Assembly deputies and People's Councils at all levels for the 2026-2031 term.
Also at this conference, the Politburo will report to the Central Committee for consideration and decision on a number of contents of personnel work according to its authority, report to the Central Committee on the situation of the country, the world and the region; the important tasks of the Politburo and the Secretariat have been resolved since the 10th Central Conference and topics on perfecting institutions and making breakthroughs in science and technology development, innovation and national digital transformation.
Emphasizing that in the context of the new situation being very urgent, requiring breakthroughs, decisiveness, determination, solidarity and unity from policy proposals to implementation, General Secretary To Lam suggested that the Central Committee comrades and delegates attending the conference promote a sense of responsibility, focus their intelligence, and contribute opinions to the contents to help the conference achieve the set goals and requirements.
Previously, at a meeting with police officers supporting the Southern battlefield during the resistance war against the US and saving the country on the afternoon of April 8 in Hanoi, General Secretary To Lam mentioned a number of contents that will be discussed at the 11th Central Conference, including contents on the arrangement and organization of the apparatus of the political system.
General Secretary To Lam affirmed the spirit of not just doing it once is enough. The 11th Central Conference of the 13th tenure will discuss the arrangement of administrative units, consider adjusting administrative boundaries in conjunction with adjusting economic space, allocating, decentralizing, adjusting the allocation and combining economic resources, the highest goal is to expand development space for the business community and people, increase the resources of the country and localities, maximize development potential, promote the cao of autonomy, self-reliance and self-reliance of each locality.
Along with that, careful preparation for the 14th National Party Congress is extremely important. The Politburo has given opinions on the draft Political Report, Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, Report on the Summary of a number of theoretical and practical issues on the socialist-oriented innovation in the past 40 years in Vietnam, Report on Party building and implementation of the Party Charter; in the future, the 11th Central Conference will discuss opinions before sending them to ministries and people participating in contributing opinions.
