Hai Duong does not meet the criteria for establishing the Department of Ethnic Minorities and Religions
Hai Duong province did not establish a Department of Ethnic Minorities and Religions because it did not meet the criteria according to Decree No. 45/2025/ND-CP.
According to Decree 45/2025/ND-CP issued dated February 28, 2025 of the Government, stipulating the organization of specialized agencies under the People's Committees at all levels, the Department of Ethnic Minorities and Religions to advise and assist the provincial People's Committee to perform the state management function on ethnic groups and beliefs and religions.
The Department of Ethnic and Religion was established when meeting the following criteria: At least 20,000 ethnic minorities live in the village and village community; At least 5,000 ethnic minority people need to focus on helping and supporting development; There are ethnic minorities living in crucial areas of security and defense; The area of intercropping, intercropping or border with a large number of ethnic minorities in our country and neighboring countries often go back and forth.
For localities that do not organize the Department of Ethnic and Religion, the functions and tasks to the Department of Home Affairs.
Hai Duong province does not establish a national and religious department because it does not guarantee the criteria.Hai Duong province transferred the functions and tasks of state management to the nation from the Office of Hai Duong People's Committee to the Department of Home Affairs, together with the religious department inherent of the Department to establish a religious and ethnic department of the Department of Home Affairs of Hai Duong province.
