Policy beneficiaries receive 400,000 VND/person for the Lunar New Year
The Party and State decided to give gifts for the Lunar New Year of Binh Ngo in 2026 at the rate of 400,000 VND/person to specific subjects.
On December 28, the Government issued Resolution No. 418/NQ-CP on giving gifts from the Party and State on the occasion of the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 to people with revolutionary contributions, social protection beneficiaries, social retirees and other vulnerable groups.
Resolution No. 418/NQ-CP clearly states that the subjects who are given gifts by the Party and the State include:
People with revolutionary contributions as prescribed in the Ordinance on Preferential Treatment for People with Revolutionary contributions;
Social protection beneficiaries as prescribed in Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government; social pension beneficiaries as prescribed in Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government; including orphans, homeless children or in orphanages.
gift level: 400,000 VND/person, in cash.
In case a person is confirmed to be 2 or more subjects eligible for both gifts, he/she will only receive 1 gift.
The policy of giving gifts for the Lunar New Year 2026 to people with revolutionary contributions is implemented according to current regulations of the law on people with revolutionary contributions, to be completed before January 31, 2026.
Regarding implementation funding, the Resolution clearly states that the additional central budget aims to have all funds for the provincial and centrally run city budgets from the central budget reserve in 2025 supplemented under Resolution No. 265/2025/QH15 dated December 11, 2025 of the National Assembly to implement the policy of giving gifts to subjects as prescribed in Clause 1, Article 1 of this Resolution.
Regarding the implementation time, the Resolution requires the gift giving to be completed no later than December 31, 2025.
The Government assigns the Ministry of Finance to ensure the balance of central budget sources to implement gift-giving policies according to regulations.
The Ministry of Public Security closely coordinates with the Ministry of Home Affairs, the Ministry of Health, the Ministry of Finance, relevant agencies and localities to give gifts from the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 through social security accounts on VNeID to the subjects specified in Clause 1, Article 1 of this Resolution;
If necessary, the People's Committees of provinces and cities direct relevant local agencies and commune-level People's Committees to give gifts directly to the account receiving monthly allowances and subsidies (if any) or pay directly in cash, ensuring the correct subjects, deadlines and relevant regulations.
The Government assigned the State Bank of Vietnam to ensure a payment and cash system to provide the State Treasury to pay people during the gift-giving period; direct commercial banks, especially commercial banks where the State Treasury opened accounts; coordinate with local authorities and the State Treasury to make timely payments to people.
The Government assigns the People's Committees of provinces and cities to consider and decide on giving gifts to other vulnerable groups in the area based on the actual situation and the ability to balance local resources according to their authority.
The People's Committees of provinces and cities shall report the implementation results to the Ministry of Finance, the Ministry of Home Affairs, and the Ministry of Health before January 5, 2026.
The Ministry of Finance shall preside over and coordinate with the Ministries of Home Affairs, Health, Public Security and relevant agencies to synthesize the situation and implementation results, and report to the Prime Minister before January 10, 2026.
