Timely adjustment of salary policy to ensure workers' lives
The Ministry of Home Affairs always closely follows the work of salaries and social insurance to promptly study and adjust the basic salary and regional minimum wage.
This is one of the notable contents in the 2025 Work Report and tasks implementation in 2026 of the Home Affairs sector.
Accordingly, the Ministry has always closely followed the salary and social insurance work to promptly study and adjust the basic salary and regional minimum wage to ensure the lives of salary earners, create motivation to work, and maintain social stability and the labor market in the past year.
The Ministry also guides localities to implement measures to enhance compliance with labor laws, promote harmonious and stable labor relations.
Regarding the implementation of social insurance policies, up to now, the number of people participating in social insurance is about 19.83 million people, the labor force of the age of participating in social insurance corresponds to a rate of 41.1%, achieving the target set by Resolution No. 28-NQ/TW, especially for the target of developing voluntary social insurance participants, which has exceeded the set target.
In addition, labor and employment work has been implemented synchronously, closely linked with socio-economic development and labor restructuring. The labor market has gradually recovered and developed stably; the work of forecasting labor demand, connecting supply and demand, supporting job creation for workers is close to reality.
The unemployment rate in urban areas in the year is 2.39%, the whole year of 2025 will maintain the target of below 4%; the unemployment rate among working-age people is 2.22% (down 0.03% compared to the same period last year).
At the same time, the rate of unemployment among working-age people was 1.65% (down 0.34% over the same period last year); the average monthly income of workers was 8.31 million VND/month, an increase of 756,000 VND over the same period last year.
The work of managing overseas labor has many innovations, the Ministry of Home Affairs focuses on studying the legal policies of countries on receiving overseas workers, migrants and foreigners to work in other countries to proactively advise competent authorities to ensure effective implementation of receiving and sending overseas workers, protecting the legitimate rights and interests of overseas Vietnamese workers.
In parallel with maintaining and strengthening labor cooperation with traditional markets, the Ministry of Home Affairs is stepping up negotiations and expanding skilled labor markets with high technical qualifications, especially in European countries.
In 2025, the total number of Vietnamese workers working abroad will be 144,345, including 48,784 female workers, exceeding the 2025 plan by 111% (the plan is 130,000 workers).
In 2026, the Ministry of Home Affairs will continue to maintain stability in traditional markets, expand markets with high incomes, suitable for the qualifications and skills of Vietnamese workers...
Regarding domestic job creation, the Ministry of Home Affairs said it will strengthen supply-demand connections, strongly develop the labor market; do a good job of labor safety and hygiene and strengthen foreign labor management in Vietnam.
