14th Congress and the development aspirations of the Vietnamese people

A big milestone

The 14th National Congress of the Party is scheduled to be held from January 19 to January 25, 2026. The Congress is very close. This is a congress that marks a particularly important milestone on the country's development path, because this is the Congress opening a new era - the era in which Vietnam is determined to realize the two goals of 100 years of Party founding and 100 years of the country's founding; striving to become a developed country with high income by 2045.

The theme of the Congress: "Under the glorious flag of the Party, joining hands and unanimously successfully implementing the country's development goals by 2030; strategic autonomy, self-reliance, confidence, and strong progress in the era of national growth for peace, independence, democracy, wealth, prosperity, civilization, happiness, and steadfastly moving towards socialism" clearly demonstrates the position and role of the 14th Congress, which has a turning point and historical significance for the development of the country.

The 14th Congress is considered a second renovation process, demonstrating the high political determination of the entire Party, army and people in bringing the country into an era of national growth. The draft Political Report was prepared meticulously and thoroughly, with many innovations: Compact, concise, highly general, tight structure, fully and comprehensively reflecting the major problems of the country.

Notably, the consolidation of three important documents including the Political Report, the Socio-Economic Report and the Report summarizing the work of Party building and implementation of the Party Charter into a single Political Report submitted to the 14th Congress is a new step forward, a breakthrough, demonstrating innovative thinking, strategic vision and the spirit of daring to think, daring to do, and determination in leadership and direction.

The top priority in this era is to successfully implement strategic goals: By 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed country with high income.

Associate Professor, Dr. Nguyen Viet Thao - former Deputy Director of the Ho Chi Minh National Academy of Politics - assessed that after 10 years of Doi Moi (19861996), in the context of many countries in crisis, Vietnam has overcome difficulties, bringing the country firmly on the path of national independence and socialism. By 2008, Vietnam's per capita income exceeded the threshold of 1,000 USD.

We have come out of the state of slow development, entering the group of developing countries with average incomes. This is an achievement of great historical significance, opening a new history for the Vietnamese people, Mr. Nguyen Viet Thao emphasized.

40 years of Doi Moi have created a historic turning point, helping the country overcome the state of stagnant development, gradually perfecting a socialist-oriented market economy. From a backward agricultural country, Vietnam has become a large-scale economy in the region. In 2025, GDP will reach more than 500 billion USD, the fourth largest economy in ASEAN and 32nd in the world; trade turnover reaching over 900 billion USD is in the top 20 countries. Vietnam continues to be a bright spot in economic recovery and growth in the context of many fluctuations globally.

Speaking at the 8th Vietnam Young Entrepreneurs Congress, Politburo member and Prime Minister Pham Minh Chinh said that after nearly 40 years of Doi Moi, Vietnam's economy has achieved many important achievements. If by the end of 2025, the growth rate is over 8%, the size of the economy will reach about 510 billion USD, ranking 32nd in the world; average income per capita will exceed 5,000 USD. Accordingly, Vietnam has entered the group of countries with high average incomes - a common achievement of the Party and State.

The head of the Government also emphasized that to achieve the goal of becoming a developed country with high income by 2045, Vietnam must rely on science and technology, innovation and digital transformation.

A solid foundation for the country to rise

The goal of human development, arousing aspirations, self-reliance, and national self-reliance, towards two 100-year goals is not only economic indicators, but also a political commitment and great aspiration of the nation in the new era.

Many opinions said that the draft documents of the 14th National Congress this time are presented briefly and clearly; the development goals and targets in the next 5 years are concretized by easy-to-understand and easy-to-implement numbers. In particular, the guiding viewpoint emphasizes taking science and technology, innovation and digital transformation as the main driving force for development.

Speaking to Lao Dong Newspaper, National Assembly delegate Ta Van Ha - Vice Chairman of the National Assembly's Committee on Culture and Society - said that digital transformation plays a fundamental role for all development activities. When the Party has clear instructions and included them in documents, the possibility of success will be higher. In the next 1015 years, the results of this process can be clearly seen.

He also emphasized the need to continue to make breakthroughs in developing science and technology, innovation, digital transformation according to Resolution 57 of the Politburo; develop the private economy according to Resolution 68; promote international integration according to Resolution 59; perfect institutions, build and enforce laws according to Resolution 66.

The National Assembly and the Government have issued many resolutions and action programs to implement the resolutions of the Politburo. Therefore, ministries, branches and localities need to continue to concretize and organize implementation effectively; entities in the field of science, technology and innovation need to unite and join hands to synchronously implement the assigned tasks.

Associate Professor, Dr. Le Van Cuong - Deputy Director of the Party Building Institute - commented: "The goals are clearly defined, concise, not expressed in a long term. The 100-year markers all have measurable indicators. Just reading the Political Report can be considered an action program for easy dissemination and implementation."

Meanwhile, Associate Professor, Dr. Vu Van Phuc - former Editor-in-Chief of Communist Magazine - emphasized: "If we do not develop quickly and sustainably, we will fall behind; if we fall behind, we cannot keep up with, or even surpass other countries in some aspects".

Highly appreciating the orientation of private economic development as an important driving force, many opinions said that this is a new point of breakthrough. However, the key issue is the need for drastic action, early institutional improvement, and creating a favorable legal corridor for this economic sector to develop strongly.

It can be affirmed that the 14th Congress is a particularly important political event, demonstrating the Party's intelligence, bravery and great responsibility towards the Vietnamese revolution in the new era; having the meaning of orienting the country's development path, shortening the process of moving towards socialism. The 14th Congress will continue to arouse the aspiration to develop a prosperous and happy country, taking Vietnam firmly forward, standing shoulder to shoulder with the world powers in the new era.
