Hanoi City Trade Union Congress has 550 official delegates
Attending the ceremony were Mr. and Mrs. Pham Quang Nghi - Former Politburo member, former Secretary of the Hanoi Party Committee; Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Fatherland Front Party Committee, Central organizations, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Party Secretary, President of the Vietnam General Confederation of Labor; Nguyen Thi Tuyen - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union; Nguyen Van Phong - Permanent Deputy Secretary of the Hanoi Party Committee; Bui Huyen Mai - Member of the Standing Committee of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Hanoi City 550 and representatives of the Hanoi City Trade Union, representatives of nearly 600,000 congratulations and Confidence.
The Congress is an extensive and democratic political activity, a festival for union officials, union members and all levels of the Capital's Trade Union according to the motto: "Solidarity - Democracy - Discipline - Innovation - Development".
With the theme: "Innovating the content and methods of operation, building a strong and comprehensive Capital Trade Union; focusing on representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; promoting the spirit of solidarity and the pioneering role of the working class in building a civilized, modern, and happy Capital".
The Congress has important tasks: Assessing the results of implementing the Resolution of the 17th Congress of the City Trade Union, period 2023 - 2025; determining the goals, directions and tasks for the 2025 - 2030 term; participating in contributing to the draft amendment to the Charter of the Vietnam Trade Union and the Report of the Executive Committee of the Vietnam General Confederation of Labor for the 13th Congress; reviewing the leadership of the Executive Committee of the City Labor Federation for the 17th Congress; electing the Executive Committee of the 18th Congress, electing a delegation to attend the 14th Congress of the Vietnam Trade Union; at the same time, making recommendations to the Party and State on major issues related to the working class and trade union organization in the new situation.

Speaking at the opening of the Congress, Member of the Presidium of the Vietnam General Confederation of Labor, Member of the City Party Committee, Vice Chairman of the Vietnam Fatherland Front Committee of the City, Chairman of the Hanoi City Labor Federation, term XVII Nguyen Van Thang said: The 2023 - 2025 period is a challenging journey, requiring the courage and high determination of the Trade Union organization.
The activities of the Capital Trade Union took place in the context of the impact of the COVID-19 pandemic, the world economy and politics had complicated developments, far-reaching impacts of the Fourth Industrial Revolution; the labor market faced job pressure, which directly and deeply affected the lives and income of tens of thousands of union members and workers.
The work of representing and protecting the legitimate rights and interests of workers has been strengthened and substantiated. Trade unions proactively participate in developing policies and laws; effectively coordinate the organization of Workers' conferences and periodic dialogues at enterprises, with 78% of enterprises organizing them annually.
82.3% of enterprises have grassroots trade unions signing Collective Labor Agreements with many more beneficial terms for employees. The highlight is the annual dialogue conference between the Chairman of the City People's Committee and workers, receiving and resolving nearly 1,600 recommendations, contributing to maintaining stable labor relations.
The work of caring for the lives of union members and employees has achieved a large scale and clear efficiency. The Capital Trade Union has cared for over 2.1 million union members with a total budget of over VND877 billion; effectively implemented the programs "Tet Sum Vay", "Union Tet Market", " Free cars to take workers home to celebrate Tet". Support the construction and repair of 93 "Union Shelters". In particular, the "Union Meal" program has spread widely, with more than 1,500 grassroots unions organizing, nearly 239,000 union members benefiting...

The Congress approved 3 breakthroughs for the 2025 - 2030 term, including: Building a team of grassroots union cadres with intelligence, courage, enthusiasm, responsibility, innovative thinking, flexibility, creativity, meeting the requirements of tasks; Promoting dialogue and collective bargaining, focusing on employment, income, occupational safety and hygiene; Implementing digital transformation in union activities, especially in financial work, union member management and providing union welfare services.
Speaking at the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang and Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong highly appreciated the results achieved by the Hanoi City Confederation of Labor, thereby affirming the sense of responsibility, dynamism and high determination of the City Trade Union staff, making important contributions to stabilizing labor relations, promoting socio-economic development, and contributing worthily to the overall results of the Vietnam Trade Union.

Regarding the tasks in the coming time, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang suggested that the capital's trade unions at all levels focus on performing well the function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers, this is the core function, central and continuous task of the trade union organization.
Improve the quality of work participating in policy and law making; pay attention to researching, advising, and proposing to the city effective policies to support union members and workers, meeting essential needs such as housing, kindergartens, medical examination and treatment facilities, cultural and sports institutions, etc.; training policies, retraining skills and digital skills, helping workers have qualifications and skills to meet the requirements of innovation, creativity and digital transformation.
Proactively detect and propose timely solutions to new and major problems arising in practice. Improve the quantity and quality of collective bargaining; promote the signing and supervision of the implementation of Collective Labor Agreements in a more beneficial direction for employees, focus on essential contents such as wages, shift meals, working conditions, occupational safety and hygiene and other welfare regimes, focus on new contents such as the right to training on digital transformation of employees, helping employees have stable and sustainable jobs; appropriate incentive and motivation mechanisms for employees whose initiatives are applied, bringing value to the benefit of units and businesses...
Lao Dong Newspaper congratulated the Hanoi City Labor Federation on successfully organizing the 18th Congress, term 2025 - 2030, electing a Executive Committee of 50 people and Mr. Nguyen Van Thang was elected as Chairman of the Hanoi City Labor Federation for the term 2025-2030.
