Cadre work is the key to the key, choosing the right person, assigning the right job

On the morning of January 20, the 14th National Congress of the Party solemnly opened in Hanoi. General Secretary To Lam presented a report on the Documents submitted to the 14th National Congress of the Communist Party of Vietnam.

The General Secretary stated that the Political Report identified 12 major orientations; 6 key tasks and 3 strategic breakthroughs. The action program has specified tasks that can be implemented immediately.

The core spirit is concentrated in 8 important contents, clearly demonstrating the requirements: Choose correctly - implement quickly - do to the point - measure by results.

The first priority content, perfecting development institutions and the socialist rule of law state: Taking implementation as a measure.

Second, establish a new growth model: Knowledge economy, digital economy, green economy, circular economy.

Third, science, technology, innovation and digital transformation: Central driving force of development.

Fourth, culture and people: The spiritual foundation of society, endogenous strength, resources and development momentum of the country.

Fifth, national defense, security and foreign affairs: Maintain peace for development, development to enhance the strength of national synthesis.

Sixth, build and rectify the Party and the political system to be clean and strong in all aspects; personnel work is the "key of the key".

The General Secretary emphasized that building a clean, strong, comprehensive, and civilized Party is the decisive condition for all victories. We must improve the leadership, governance and fighting capacity of the Party; persistently build the Party in politics, ideology and ethics; innovate the apparatus; promote power control; resolutely and persistently prevent and combat corruption, waste and negativity; build a team of cadres with sufficient qualities, capacity, prestige, and equal to the tasks.

Cadre work must truly be the "key of the key": Select the right person, assign the right job; evaluate cadres with products, efficiency, and prestige among the people. Implement the motto "in, out", "up, down", strictly combine discipline with the mechanism of effectively protecting cadres who dare to think, dare to do, dare to take responsibility for the common good; do not let the elements of "opportunites" and "running jobs and rights" squeeze into the organization and apparatus in the political system.

"The strong Party is because of its strict discipline, revolutionary ethics, and service spirit. Each cadre and party member must self-examine and self-correct; keep himself from temptations; must know how to be ashamed when the people are still in difficulty and poverty; must consider honor as sacred and noble; consider integrity as a fundamental quality of public ethics" - the General Secretary stated.

That is the seventh priority content of building a healthy, disciplined, civilized, safe and developed Vietnamese society.

For the country and people to develop sustainably, we need to build a society that is healthy in ethics, disciplined in law, culture in behavior, civilized in government, safe in life, and progressive in development. Adher to the goal of "rich people, strong country, democracy, fairness, civilization".

The first focus is to strengthen social discipline by upholding the rule of law and administrative reform; preventing and combating corruption, waste and negativity; building a team of "honest, loyal, daring to think, daring to do, daring to take responsibility" to "report to the country" along with "the people's heart", everyone is responsible to society.

At the same time, develop modern and unique Vietnamese culture and people; improve the quality of education, health care, and social security; reduce inequality, care for disadvantaged groups, so that no one is left behind. Strive to reduce crime sharply, move towards building a society without crime, no accidents, evils, no negativity; truly civilized, happy...

The eighth key content, the General Secretary mentioned is great national unity: The foundation of national strength.

The General Secretary emphasized that the great national unity is the foundation for convergence and the highest promotion of the people's strength, creating an invincible strength for the country to overcome all difficulties and challenges and reach prosperous and strong development.

Permanently implement the great national unity guidelines on the basis of the alliance between the working class, farming class and intellectuals led by the Communist Party of Vietnam; harmoniously resolve the relationship of interests; ensure fairness and equality between ethnic groups, religions, classes, social classes and each citizen in accessing opportunities and enjoying development results; promote democracy along with enhancing responsibility, order and discipline; uphold the sense of responsibility of each individual and community towards the nation and nation.
