Transferring 448 vacant headquarters and schools in Lang Son to the commune level

On January 12, according to Lao Dong's source, the People's Committee of Lang Son province has just issued a Decision on transferring public assets such as houses and land to local management and handling.

According to the Decision, 448 houses and land of agencies, organizations and units that no longer need to be used will be transferred to the People's Committees of communes, wards and the Provincial Land Fund Development Center for receipt, management and handling in accordance with legal regulations.

Notably, most of the assets were determined to be "unused", including many old People's Committee headquarters, specialized stations, kindergartens, primary schools, and secondary schools that have stopped operating or are degraded.

Some facilities that used to be schools are now being temporarily used as village cultural houses, but have not been officially handled for public assets

The People's Committee of Lang Son province requires that within 30 days from the date of issuance of the Decision, agencies, organizations and units with houses and land transferred must coordinate on-site handover, make a handover record in accordance with the prescribed form; and at the same time, account for the reduction of assets and asset values according to accounting books.

The handover and receipt must clearly determine the original price and remaining value of the property. In case the legal documents are incomplete or no longer retain complete information, the receiving unit must re-evaluate the value of the assets according to the regulations of the Ministry of Finance, ensuring the basis for further management and handling

After receiving it, the People's Committees of communes, wards and the Provincial Land Fund Development Center are responsible for managing and monitoring the wear and tear of assets; reviewing all legal documents of each establishment; at the same time, advising on appropriate handling options, such as continuing to use for public purposes, arranging as offices, converting functions or handling according to regulations on rearranging state-owned houses and land.

The People's Committee of Lang Son province assigned the Department of Finance to be responsible for monitoring, guiding, and inspecting the implementation; The People's Committees of communes and wards are fully responsible before the law and before the Chairman of the Provincial People's Committee for the legality, completeness, and accuracy of the records and plans for handling public assets in the area.

The transfer of 448 houses and land facilities is expected to overcome the situation of abandonment and degradation of public assets, while creating conditions for localities to proactively arrange, exploit and effectively use land funds, serve the needs of socio-economic development, build new rural areas and urban beautification in the coming period.
