The plan to arrange 171 commune-level administrative units in Quang Ninh has not been finalized

At the regular press conference of the People's Committee of Quang Ninh province this afternoon (October 10), Ms. Pham Thi Thuy Huong - Deputy Director of the Department of Home Affairs of Quang Ninh province - said that the unit has reported to the Provincial People's Committee on plans to arrange 171 commune-level administrative units.

Up to this point, like most localities in the country, there is no final plan to be finalized to submit to the next level.

However, the progress of the project on not organizing at the district level, rearranging and reorganizing commune-level administrative units is still guaranteed according to the requirements of the province and the Central Government.

Quang Ninh plans to report to the Government the Project to rearrange and reorganize administrative units at all levels and build a model of organizing local government at 2 levels before May 1, 2025.

13 districts, towns and cities of Quang Ninh are currently continuing to focus on completing the project of not organizing district-level administrative units, rearranging and reorganizing commune-level administrative units according to the direction of the Steering Committee for the arrangement of commune-level administrative units.

According to the plan, districts, towns and cities must list voters before April 6, 2025; complete the Project on arranging commune-level administrative units to the local Department of Home Affairs for synthesis before April 12, 2025; organize the collection of voters' opinions before April 19, 2025; approve the People's Councils at district and commune levels before April 21, 2025.

To effectively implement the conclusions of the Politburo and the Secretariat on the arrangement of administrative units at all levels, the Standing Committee of the Quang Ninh Provincial Party Committee requested the Party Committee of the Provincial People's Committee to review and arrange the organizational structure for arranging forces, facilities, necessary conditions, and implementation roadmap in sync with the implementation of the policy of arranging administrative units and building a model for organizing local government at 2 levels (Completed before June 15, 2025).

Direct Party committees and Party organizations of agencies and units under the Provincial People's Committee to closely follow documents of central ministries, departments and branches to proactively propose, amend and supplement documents related to the arrangement of administrative units and local government organizations to ensure that there is no legal gap for commune-level administrative units after the arrangement to operate continuously, smoothly and promptly to serve people and businesses.

The Provincial People's Council Party Committee proactively coordinates with the Provincial People's Committee to direct the review of statistics on the number of People's Council delegates at the provincial, district and commune levels to report to the Provincial Party Committee Standing Committee (Completed before April 9, 2025); Lead and direct relevant agencies to submit to the Provincial People's Council for approval of the Project on not organizing at the district level and rearranging and reorganizing commune-level administrative units of Quang Ninh province for implementation.
