On the morning of January 21, speaking at the 14th National Party Congress with the theme: "Building a Government to create development, integrity, act decisively, serve the People", Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Pham Thi Thanh Tra emphasized that the 2021 - 2025 term is a particularly difficult and unprecedented term.
But in that harsh challenge, under the leadership of the Party, the Government firmly adheres to the consistent motto in leadership, direction and management: Creating to build a strategic vision, creating institutions, leading and paving roads, clearing and mobilizing all social resources for national development - Honesty to create a foundation of values, maintaining trust - Resolutely act to turn the Party and State's guidelines and policies into concrete concrete results that are felt and enjoyed by the people - Serving the people is the ultimate goal, paying attention to the Party blending with the people's heart, for the prosperous and happy life of the people.
The results have created a foundation for stable, rapid and sustainable socio-economic development, completing 22/26 main targets, of which all social targets were exceeded.
Notably, the macro economy is stable, inflation is controlled, major balances are ensured, GDP growth in 2025 will reach 8.02%, the 5-year average will reach 6.3%, among the highest in the region and the world, putting our country in the group of high-middle-income countries.
Vietnam has become a successful model in implementing the Millennium Goals on poverty reduction; the happiness index ranked 46/143 countries, up 37 places compared to 2020.
The Government has drastically implemented 3 strategic breakthroughs, creating momentum to promote national development.
In particular, thoroughly grasping the policies of the Party and the Government, the direction has been to urgently, drastically and effectively implement the revolution of streamlining the organization, streamlining the apparatus and building a two-level local government, opening up new development space, creating a breakthrough in building a streamlined State apparatus, improving the effectiveness of national governance, creating better development and serving the people.
Pay attention to building a culture of integrity, discipline, and order
Deputy Prime Minister Pham Thi Thanh Tra said that, thoroughly grasping the spirit of the 14th National Party Congress, the country has entered a new stage of development, with historic turning points, the Government continues to make every effort to carry out the mission of "creating development, being honest, acting resolutely, serving the people".
In which, focusing on the following 6 key tasks:
First, continue to make breakthroughs in building and perfecting institutions, freeing all resources for development; consider this a "breakthrough of breakthroughs", a national competitive advantage.
Institutions must truly transform the management state to create for development; reduce compliance costs for people and businesses, arouse the aspiration, trust and strong will of the whole society.
Second, promote industrialization, modernization, restructuring the economy, strongly innovating the growth model; taking science and technology, innovation, digital transformation as the main driving force; high-quality human resources as the core factor to promote new growth drivers. Focus on building strategic autonomy, developing foundational industries, spearhead industries.
Third, focus on developing a synchronous and modern strategic infrastructure system, creating new development space.
Fourth, focus on culture and society, creating a foundation for the country to develop quickly and sustainably. Continue to improve social policies, taking people and people's happiness as the center, ensuring fairness, inclusion, and sustainability - closely linked to economic development, progress and social justice "leaving no one behind".
Fifth, innovate and modernize the national governance system, taking service efficiency and the satisfaction of people and businesses as a measure; promote the building of a digital government, digital society and digital citizens on a unified, synchronous, smooth digital data platform, shared in the state and people's administrative system in real time.
In particular, the Government pays attention to building a culture of integrity; discipline and order; promoting the fight against corruption, negativity and waste; building a team of cadres, civil servants and public employees who dare to think, dare to do, dare to take responsibility, take honor as the most sacred thing, take the effectiveness of serving the people as the core value, and put the national and ethnic interests above all.
Sixth, consolidate and enhance national defense and security potential, firmly protect national independence and sovereignty, and ensure a peaceful and happy life for the people.
Emphasizing that "the spirit of the Congress is of faith and aspiration, of breakthrough and action, discipline and creativity, solidarity and development", Deputy Prime Minister Pham Thi Thanh Tra affirmed that this will be a strong driving force, core value for the Government to continue to make every effort, promote the mission of creating development, take integrity as the foundation, take drastic action as a commitment and serve the people as the ultimate goal, together with the entire Party, the entire people and the entire army to soon put the Resolution of the 14th National Party Congress into life, contributing to realizing the aspiration to build a rich, prosperous, civilized, happy Vietnam, firmly moving towards socialism.
