The Government requires the completion of regulations on the organization of the administrative apparatus in 2026

On January 20, the Government Office announced that the Government had issued Resolution No. 01/NQ-CP on the main tasks and solutions for implementing the socio-economic development plan and state budget estimate for 2026.

To achieve the socio-economic development goal of 2026, the Government requires focusing on perfecting synchronous institutions and laws, improving the effectiveness of law enforcement; accelerating the reduction and simplification of administrative procedures, improving the investment and business environment.

Continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation and ensuring major balances, public debt, and state budget deficits within the prescribed limits.

Timely and effectively respond to changes in the world economy and trade; promote and renew traditional growth drivers (investment, consumption, export), strongly exploit new growth drivers.

Continue to improve regulations on the organization of the administrative apparatus; strengthen decentralization, delegation of authority, promote the responsibility of heads; further promote the work of preventing and combating corruption, waste, negativity, and group interests.

Tighten discipline and administrative discipline associated with inspection, supervision, control of power and resource allocation, improve the implementation capacity of the apparatus in strong decentralization and delegation of power.

Basically transforming the growth model based on productivity and innovation. Restructuring the economy in a green, digital, circular direction, promoting industrialization and modernization, taking science and technology, innovation, digital transformation as the main driving force, improving productivity, quality, efficiency, competitiveness, autonomy, and resilience of the economy.

Focus on investing in the construction of modern and synchronous strategic infrastructure works, creating a foundation for national competitiveness, especially key transport works, national axis transport systems, railways, international airports, seaports, energy; promote inter-regional projects, large urban infrastructure, digital transformation infrastructure.

Create a breakthrough in the development of science and technology, innovation and national digital transformation; focus on developing high-quality human resources, especially in the fields of chips, semiconductors, artificial intelligence; improve the level of skills of the whole society.

Strengthen regional linkages, effectively implement national planning, regional planning, provincial planning; improve the quality of urbanization and urban economy.

The Government also requires the issuance of programs, action plans, documents of ministries, branches, and localities to implement this Resolution; clearly identify the goals, tasks, progress, assign the host unit, send to the Ministry of Finance for synthesis and reporting at the regular Government meeting in January 2026.

Develop a growth scenario for each quarter of the industry and sector, for the whole year of 2026; Localities review and develop a GRDP growth scenario for 2026 in 3 economic regions, 21 level 01 industries and product taxes minus quarterly product subsidies, and send it to the Ministry of Finance in February 2026 for synthesis and monitoring.

The People's Committees of provinces and centrally run cities direct the study and review of new resources, driving forces, and capacity for growth, implementation solutions, and report to People's Councils at the same level in February 2026 to adjust the local GRDP growth target in case the People's Council has decided to reduce the growth target to the target in this resolution.
