The Government discusses building a financial center and developing social housing

On April 13, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a thematic Government meeting on law-making in April 2025 to review and give opinions on 4 draft laws and 2 draft resolutions of the National Assembly.

Speaking at the opening session, the Prime Minister emphasized that institution building and improvement is one of the three strategic breakthroughs with the goal of institutional opening; institutions are resources, development momentum; investment in institutions is investment for development, bringing high benefits and value.

According to the Prime Minister, institutions are currently the biggest bottleneck, the bottleneck of bottlenecks, but also the most easily removed bottleneck, easily shifting from a state of difficulty and obstacles to a state of being able to compete, making institutions a competitive advantage.

The Government and the Prime Minister have directed ministers and heads of ministerial-level agencies to directly direct the work of building and perfecting institutions in the field and scope of management, prioritizing resources for this work, ensuring progress and improving the quality of construction, and submitting draft laws and resolutions.

The work of building and perfecting institutions has been increasingly innovated, in which special attention is paid to the content of reducing administrative procedures, decentralization, delegation of authority along with resource allocation, improving implementation capacity, and strengthening inspection and supervision.

The head of the Government emphasized the strong shift from pre-inspection to post-inspection, avoiding focusing too much work on the Central Government but promoting the local spirit of self-reliance, self-reliance, proactiveness, creativity, dynamism, and positivity, avoiding waiting and relying on others.

At the same time, resolutely eliminate cumbersome administrative procedures, reduce time and compliance costs for people and businesses.

The Prime Minister pointed out that in the work of developing draft laws and regulations, it is necessary to pay attention to clarifying:

First, the inherited and eliminated contents, why?

Second, the revised and completed contents, why?

Third, the additional contents, why?

Fourth, why cut and simplify administrative procedures?

Fifth, what are the specific contents of decentralization and delegation of power, to whom, and why?

Sixth, issues with different opinions and other issues need to be reported to the Government Standing Committee, the Government, and the Prime Minister for consideration and direction.

The Prime Minister said that the 9th Session of the 15th National Assembly, scheduled to open in May, will review and approve a large number of draft laws and resolutions. The Government plans to submit to the National Assembly for consideration and approval of 35 laws and regulatory resolutions.

In response to practical requirements and promoting the spirit of drastic action, especially from the success of the 11th Central Conference that just ended, at the thematic session on law-making in April 2025, the Government will review, give opinions, and approve 6 important contents.

According to the program, the meeting discussed and gave opinions on: Penal Code (amended); Law on Organization of Criminal Investigation Agencies (amended); Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on amending and supplementing a number of articles of the National Assembly Law; Resolution of the National Assembly on the construction of regional and international financial centers in Vietnam; Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of social housing.
