Salary reform is considered for implementation according to the roadmap after 2026
The Ministry of Home Affairs said that public sector salary reform will be studied and considered for implementation according to a suitable roadmap after 2026.
Mr. Nguyen Van Thanh (character's name has been changed) said that according to Resolution No. 27-NQ/TW of the Central Committee on salary policy reform, by 2025, the lowest salary of cadres, civil servants and public employees must be higher than the average lowest salary in the enterprise sector.
He requested the Ministry of Home Affairs to promptly give opinions and advise the Politburo to adjust the Conclusion accordingly, in order to ensure the rights and responsibilities of the team of cadres, civil servants and public employees.
In addition, he also cited the regulation that the salary of trained workers must be at least 7% higher, while noting the salary reform roadmap to 2030 and the opinions of National Assembly deputies on income.
According to him, if the salary adjustment is too low, it will not keep up with the market price slide and will not be commensurate with the increasing workload of cadres, civil servants, and public employees, especially in the context of restructuring and merging the apparatus.
Regarding Mr. Thanh's reflection on his petition, the Ministry of Home Affairs responded on the Electronic Information Portal.
The Ministry of Home Affairs has chaired and coordinated with relevant ministries and agencies to report to competent authorities on the implementation of 6 salary reform contents according to Resolution No. 27-NQ/TW from January 1. 7. 2024. However, during the implementation process, many problems and inadequacies arose.
Accordingly, the Politburo issued Conclusion No. 83-KL/TW dated January 21. 6. 2024; The National Assembly issued Resolution No. 142/2024/QH15 on January 29. 6. 2024 (Resolution of the 7th Session, 15th National Assembly) and the Government issued Decree No. 73/2024/ND-CP on 30. 6. 2024 will adjust the basic salary from 1. 800. VND000/month up to 2. 340. VND000/month (increased by 30%) from January 1. 7. 2024 for cadres, civil servants, public employees and armed forces.
The above adjustment of the basic salary is a great effort of the Central Government, the National Assembly, and the Government to contribute to improving the lives of salary earners, creating motivation and improving social stable labor productivity;
At the 5th point. 2 Conclusion No. 83-KL/TW, the Politburo assigned the Central Economic Commission (now the Central Policy and Strategy Commission) to preside over the preliminary review of Resolution No. 27-NQ/TW, in which it coordinates with the Ministry of Home Affairs and relevant departments, ministries and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector accordingly.
This content is to be submitted to the Central Committee for consideration after 2026 when the Politburo issues and implements the system of Job Position Lists in the political system.
Based on the goals and tasks approved by the 14th National Party Congress, socio-economic and financial development plans for the next 5 years, socio-economic conditions and the capacity of the State budget, the Ministry of Home Affairs will report to competent authorities to consider proposing a suitable salary regime (including recommendations from citizens) according to the roadmap in Conclusion No. 83-KL/TW dated 21. 6. 2024 of the Politburo on salary reform.
"The issue you propose will be studied by ministries and specialized agencies and submitted to competent authorities for consideration and decision when implementing salary policy reform" - the Ministry of Home Affairs said.
