Completing regulations in the fields of salary and insurance

The Government has just issued Resolution No. 01/ND-CP on the main tasks and solutions for implementing the Socio-Economic Development Plan and the State budget estimate for 2026.

One of the tasks stated in the Resolution is to focus on comprehensive and synchronous development of cultural and social fields, improving people's lives and ensuring social security.

Continue to improve regulations in the fields of wages, social insurance, labor, and labor relations; focus on implementing Resolution No. 28-NQ/TW of the Central Committee on reforming social insurance (SI) policies; gradually firmly expand the coverage ofSI, build a multi-layeredSI system to ensure sustainable social security.

Effectively implement the Conclusions of the Politburo on reforming salary and allowance policies for cadres, civil servants, public employees, and armed forces after restructuring the apparatus and organizing local governments at 2 levels.

Strengthen supply-demand connectivity, develop the labor market; do a good job of occupational safety, hygiene and foreign labor management in Vietnam.

Effectively implement policies, programs and projects to support job creation; focus on job creation for young people, disadvantaged workers and female workers.

Promote labor restructuring, increase the rate of non-agricultural labor; quickly shift informal labor to formal labor, support workers to migrate from rural to urban areas, industrial parks and border labor, ethnic minorities.

Develop a labor market information system. Improve the efficiency of employment service organizations; invest in developing a public employment service organization system.

Applying social security codes to people

The Government also requires innovation and improvement of the quality of social policies in a comprehensive, modern, inclusive and sustainable direction. Apply social security codes to people, complete the database on social policies. Synchronously and promptly implement programs, projects, and policies on social assistance.

Pay social assistance through experienced service organizations, a network covering 100% of communes/wards in accordance with the characteristics of beneficiaries and local conditions.

Reviewing and providing social assistance during the Lunar New Year and the crop year in 2026; timely emergency relief when natural disasters and epidemics occur.

Effectively implement policies to support the elderly, people with disabilities, rehabilitation for mentally ill people, autistic children and people with mental disorders.

Implement the goal of multidimensional, inclusive, sustainable poverty reduction, limiting re-poorness and poverty arising.

Complete poverty reduction policies, avoid overlap and overlap, associated with sustainable development goals; issue conditional support policies, increase social policy credit for the poor.

Encourage businesses and cooperatives to link in production, business, product consumption, and develop diverse production models with the participation of poor and near-poor households.
