Centers are allowed to organize extra classes outside of school
Regarding extracurricular teaching, the Ministry of Education and Training (MOET) has clearly stipulated which centers are allowed to participate in this.
Which centers are allowed to organize extra teaching and learning outside of school?
Accordingly, in the provisions of Article 2 of the Regulations on extra teaching and learning issued with Circular 17/2012/TT-BGDDT, it is stipulated that: extra teaching outside of school is extra teaching not organized by the following public educational institutions, including:
General education institutions
Vocational training center
Continuing Education Center
Community Learning Center
Foreign language and information technology center.
At the same time, according to the provisions of Clause 5, Article 3 of the Regulations on extra teaching and learning issued with Circular 17/2012/TT-BGDDT on the principles of extra teaching and learning as follows:

Article 3 and 29/2024/TT-BGDDT stipulate 4 principles of extra teaching and learning.
extra classes and tutoring are only organized when students and trainees (collectively referred to as students) have a need for extra classes, voluntarily take extra classes and have the consent of their parents or guardians (collectively referred to as parents). Schools, organizations, and individuals organizing extra classes and extra learning must not use any form to force students to take extra classes.
The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law, and must not contain prejudices about ethnicity, religion, occupation, gender, or social status. The content of teaching according to the school's education plan is not cut down to include extra teaching.
Extra teaching and learning must contribute to the development of students' qualities and abilities; must not affect the organization and implementation of the school's educational program and the implementation of teachers' subject programs.
The time, time, location and form of organizing extra classes and tutoring must be suitable for the psychology of the age, ensuring the health of students; comply with the provisions of the law on working hours, overtime and the provisions of the law on security, order, safety, environmental sanitation, fire prevention and fighting in areas with extra classes and tutoring.
At the same time, currently, when carrying out procedures to open extracurricular teaching centers outside of school, organizations and individuals need to register their operations with competent authorities and carry out procedures to establish enterprises corresponding to each type of establishment according to the provisions of the Law on Enterprises 2020.
