The Ministry of Finance has transferred money to implement giving gifts for the Lunar New Year

The Ministry of Finance has just sent a document to the People's Committees of provinces and cities on giving gifts on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026, in which specific instructions on funding sources, accounting and finalization are provided in accordance with regulations.

According to the Ministry of Finance, the gift giving is carried out on the basis of Resolution No. 418/NQ-CP dated December 28, 2025 of the Government on the giving of gifts by the Party and State on the occasion of the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 to people with meritorious services to the revolution, social protection beneficiaries, social retirees and vulnerable groups.

Implementing Decision No. 2814/QD-TTg dated December 28, 2025 of the Prime Minister, the Ministry of Finance has transferred full funding to localities to implement gift giving according to regulations.

In case during the implementation process, the locality lacks resources, the People's Committees of provinces and cities proactively use local budgets or other legal financial resources to ensure the full and timely giving of gifts to the subjects. At the same time, the locality is responsible for synthesizing and reporting to the Ministry of Finance to submit to the competent authority for consideration and supplementation of funding.

Regarding accounting and settlement of funds, the Ministry of Finance stated: The gift-giving budget is accounted for in source code 26 - the cost of giving gifts to the people.

For people with revolutionary contributions, account for according to Clause 371 - Policy and activities to serve people with revolutionary contributions. For social pensioners and social protection beneficiaries, account for Clause 398 - Policy and activities serving social protection beneficiaries and other beneficiaries, Sub-section 7499 - Other expenses, according to the provisions of Circular No. 324/2016/TT-BTC of the Ministry of Finance.

The settlement of gift-giving funds is compiled in the 2025 state budget settlement report of the locality, sent to the Ministry of Finance in accordance with the provisions of the State Budget Law.

The Ministry of Finance also recommends that localities implement the reporting regime in accordance with the prescribed form. During the implementation process, if difficulties or financial problems arise, localities should promptly report to the Ministry of Finance (Department of State Budget), and send them to the Ministry of Public Security, the Ministry of Home Affairs and the Ministry of Health for guidance and handling.
