Many social protection and pensioners receive 400,000 VND in Lunar New Year gifts
People who are social protection beneficiaries, social retirees and many other beneficiaries are given gifts by the Party and the State for the Lunar New Year.
Many people who are social protection beneficiaries, social retirees and other vulnerable groups are happy to receive information from the Party and State giving gifts on the occasion of celebrating the 14th Party Congress and the 2026 Lunar New Year.
Accordingly, the Government issued Resolution No. 418/NQ-CP dated December 28, 2025 on giving gifts from the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 to people with meritorious services to the revolution, social protection beneficiaries, social retirees and other vulnerable groups.
Clause 1, Article 1 of Resolution No. 418/NQ-CP clearly states that the subjects who are given gifts by the Party and the State include:
a) People with revolutionary contributions as prescribed in the Ordinance on Preferential Treatment for People with Revolutionary contributions;
b) Social protection beneficiaries as prescribed in Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government; social pension beneficiaries as prescribed in Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government; including orphans, homeless children or in orphanages.
gift level: 400,000 VND/person, in cash.
In case a person is confirmed to be 02 or more eligible for both gifts, he/she will only receive 01 gift.
The policy of giving gifts for the Lunar New Year 2026 to people with revolutionary contributions is implemented according to current regulations of the law on people with revolutionary contributions, to be completed before January 31, 2026.
The Government assigns the Ministry of Finance to ensure the balance of central budget sources to implement gift-giving policies according to regulations.
The Ministry of Public Security closely coordinates with the Ministry of Home Affairs, the Ministry of Health, the Ministry of Finance, relevant agencies and localities to give gifts to the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026 through social security accounts on VNeID for subjects specified in Clause 1, Article 1 of this Resolution; if necessary, the People's Committees of provinces and cities direct relevant local agencies and commune-level People's Committees to give gifts directly to the account receiving monthly allowances and subsidies (if any) or pay directly in cash, ensuring the correct subjects, deadlines and relevant regulations.
The Resolution requires the gift giving to be completed no later than December 31, 2025.
Previously, the Prime Minister signed Decision No. 2814/QD-TTg dated December 28, 2025 to supplement with targets from the central budget in 2025 for localities to give gifts from the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026.
Accordingly, the targeted supplement from the central budget to localities is 2,512.946 million VND from the central budget reserve in 2025, supplemented according to Resolution No. 265/2025/QH15 dated December 11, 2025 of the National Assembly to give gifts to the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Lunar New Year of Binh Ngo in 2026.
The Prime Minister assigned the Ministry of Finance, the Ministry of Home Affairs, the Ministry of Health, according to their assigned functions and tasks and the People's Committees of provinces and cities assigned to supplement funding to be responsible for the completeness and accuracy of the content, data reported and proposed and recommended; manage, use, and settle the additional funding in accordance with the provisions of the State Budget Law and Resolution No. 418/NQ-CP dated December 28, 2025; organize giving gifts to ensure timeliness, publicity, transparency, and correctness to the right subjects, and avoid loss, waste, and negativity.
