The Ministry of Finance has 9 Deputy Ministers and 35 units after the merger
According to Decree No. 29/2025/ND-CP, the Ministry of Finance has 35 units and 9 Deputy Ministers after merging with the Ministry of Planning and Investment.
The Government has issued Decree No. 29/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance.
The organizational structure of the Ministry of Finance includes:
1. National Economic synthesis Department.
2. State Budget Department.
3. Investment Department.
4. Department of Finance - Industry Economy.
5. Department of National Defense, Security, and Special Forces (Department I).
6. Department of Local and Territorial Economy.
7. Department of Planning Management.
8. Department of Financial Institutions.
9. Department of Organization and Personnel.
10. Department of Legal Affairs.
11. Inspectorate.
12. Office.
13. Department of Debt Management and Foreign Economy.
14. Department of Property Management.
15. Bidding Management Department.
16. Department of Tax, Fee and Charge Policy Management and Supervision.
17. Department of Insurance Management and Supervision.
18. Department of Management, Supervision of Accounting and Auditing.
19. Price Management Department.
20. Department of State-owned Enterprise Development.
21. Department of Private Enterprise Development and Collective Economy.
22. Foreign Investment Agency.

Units 1 to 30 are administrative organizations that assist ministers in performing state management functions; organizations specified from 31 to 34 are public service units; the 35th organization is a specialized unit under the Ministry of Finance.
The National Economic synthesis Department has 3 departments; the State Budget Department has 4 departments; the Investment Department has 4 departments; the Finance - Economic Department has 4 departments; the Department of Local and Territorial Economics has 4 departments; the Department of Financial Institutions has 4 departments; the Department of Organization and Personnel has 6 departments; the Department of Legal Affairs has 4 departments.
The Tax Department is organized and operates at 3 levels: Tax Department (12 units); 20 Regional Tax Departments; 350 Inter-district Tax Teams.
The Customs Department is organized and operates at 3 levels: Customs Department (12 units); 20 Regional Customs Branches; 165 Customs Border Gate/Outside Border Gate.
The State Reserve Department is organized and operates at 2 levels: State Reserve Department (7 units); 15 regional State Reserve Departments (with a total of no more than 171 warehouses).
The Statistics Office is organized and operates at 3 levels: Statistics Office (14 units); 63 Statistical Departments; 480 Inter-district Statistics Teams.
The State Treasury is organized and operates at 2 levels: State Treasury (10 units); 20 Regional State Treasures (with a total of no more than 350 Transaction Houses).
Vietnam Social Security is organized and operates at 3 levels: Vietnam Social Security (14 units); 35 Regional Social Security; 350 Inter-district Social Security.
The Tax Department, the Customs Department, the State Reserve Department, the Statistics Department, the State Treasury Department, the State Securities Commission, and the Vietnam Social Insurance have the National emblem.
Previously, Prime Minister Pham Minh Chinh signed decisions to transfer and appoint 4 Deputy Ministers of Planning and Investment, Mr. Nguyen Duc Tam, Do Thanh Trung, Tran Quoc Phuong and Ms. Nguyen Thi Bich Ngoc to hold the position of Deputy Minister of Finance.
Along with that, Mr. Ho Sy Hung - Vice Chairman of the State Capital Management Committee at Enterprises, was also transferred and appointed to the position of Deputy Minister of Finance, according to the Prime Minister's decision.
The appointment is valid for 5 years, effective from March 1. Thus, the current leadership of the Ministry of Finance will include Minister Nguyen Van Thang and 9 Deputy Ministers including Mr. Nguyen Duc Chi, Cao Anh Tuan, Le Tan Can, Bui Van Khang, Nguyen Duc Tam, Do Thanh Trung and Ho Sy Hung, Tran Quoc Phuong, Nguyen Thi Bich Ngoc.
