The Ministry of Agriculture and Environment said that the Ministry will submit to the Government 2 Decrees on environment and land to implement the two-level local government model.
Agricultural, forestry and fishery growth highest in the past 4 years
According to the Ministry of Agriculture and Environment (MONRE), in the first quarter of 2025, the growth and import-export targets of the industry will basically achieve the set targets, specifically: agricultural, forestry and fishery growth in the first quarter of 2025 reached 3.74%, the highest increase in the first quarter of the last 4 years; Export turnover of agricultural, forestry and fishery products in the first 3 months of 2025 reached 15.72 billion USD, up 13.1% over the same period in 2024.
In the first 3 months of 2025, the total export turnover of agricultural, forestry and fishery products reached 15.72 billion USD (up 13.1% over the same period in 2024).
Of which, the export value of agricultural products reached 8.53 billion USD (up 12.2%); the export value of livestock products reached 131.3 million USD (up 18.5%); the export value of seafood reached 2.29 billion USD (up 18.1%); the export of forest products reached 4.21 billion USD (up 11.2%); the export value of input and output reached 549.5 million USD (up 19.6%).
As of April 11, 2025, the total number of petitions and proposals sent to the Ministry by localities is 250 documents, of which, the affiliated units are advising and handling 84 documents (33.60%), and are handling 166 documents (140 of which are slow to process, accounting for 30.15%, mainly focusing on the land sector).
Submitting to the Government 2 Decrees related to two-level government
In April and the second quarter of 2025, the Ministry of Agriculture and Rural Development said it will review and propose a plan to handle legal documents related to the two-level local government model, to be completed before June 30, 2025, in which the Legal Department will preside over and coordinate with relevant units to develop a draft Law amending and supplementing a number of articles of laws in the fields of agriculture and environment, ensuring conditions for submission to the National Assembly for consideration and approval at the 10th Session (October 2025) according to a shortened order and procedure (expected to take effect from January 1, 2026).
Focus on developing, submitting to the Government for consideration and promulgation 03 Decrees, including 2 Decrees related to the implementation of two-level government, which are Decrees detailing a number of state management contents related to the arrangement of two-level local government organizations in the field of land; Decrees detailing a number of state management contents related to the arrangement of two-level local government organizations in the field of agriculture and environment.
In addition, the Ministry will also submit a Decree amending and supplementing a number of articles of the Decrees regulating administrative sanctions in the fields of agriculture and environment.
According to this Ministry, the Ministry will complete the national land database, ensuring completion in June 2025; direct and guide localities to complete the digitalization of land data in the area in June 2025.
Deploy geological disaster investigation in areas at risk of landslides and earthquakes; geological works in urban areas for underground construction development and potential, reserves of minerals such as metals and rare earths serving the semiconductor industry, applied in the assembly of environmentally friendly equipment and vehicles to anticipate the energy transition trend in the world. Coordinate with ministries, branches and localities to resolve difficulties and problems related to construction materials for key transport projects in the South.
Complete the National Action Plan to address air pollution
In addition, the Ministry focuses on completing the National Action Plan to address air pollution in large urban areas in the period of 2025 - 2030, and submitting it to the Prime Minister before April 28, 2025.
Continue to handle issues to expand the export market for agricultural, forestry and fishery products, such as: cadimi remaining in durian exported to China; boost exports to Japanese and EU markets... open up new markets with great potential such as: Muslim countries Halal, the Middle East, India, Korea, Africa... Monitor the developments of the US taxation, promote negotiations with the US as well as apply positive solutions to minimize adverse impacts to businesses and farmers.
